This position will provide limited oversight duties for Income Maintenance staff including guidance, technical expertise and quality control on multiple service programs.
Responsibilities include processing new financial assistance applications in various program areas and maintaining a caseload.

Explains application procedures and determines eligibility for public assistance programs. Conducts interviews using effective communication, attentive listening and investigative questioning skills. Gathers documentation related to eligibility factors. Recognizes crisis situations and uses discretion to appropriately prevent and/or resolve emergencies (e.g., evictions, shut-offs, homelessness, medical, and vulnerable adult) in the most appropriate and cost-effective manner to prevent loss of a basic need. Independently authorizes expenditures of state and federal dollars.

Interprets and explains rules, manual material and policies and procedures to other staff.

Processes applications and prioritizes work to meet mandated timeframes. Communicates and monitors program time limits, expectations, and other program requirements. Issues benefits, conducts ongoing case responsibilities, and makes ongoing eligibility determinations. Operates as the central point of communication for financial assistance programs for the Agency.

Evaluates client needs for additional services and makes appropriate referrals to both internal program areas and external agencies, including but not limited to, social services, legal services, job service, or other outside agencies.

Identifies and investigates discrepancies related to eligibility by analyzing case documentation. Establishes overpayments, closes case, or refers case to Fraud Prevention unit for further investigation. Evaluates and processes the impact of the investigator’s findings on individual cases. Imposes disqualifications based on outcome of investigation.

Collaborates with the county attorney in preparing for administrative disqualification hearings, appeals, and criminal court cases. Provides expert testimony of case facts and program policies.

Minimum Qualifications
• A valid Minnesota driver’s license; and
• A High School Diploma/GED and 4 years of experience as an Eligibility Worker; OR
• A bachelor’s degree in in a related field and 3 years experience as an Eligibility Worker.
