Position Summary Under limited supervision, the Highway Accountant performs difficult technical work related to the accounting activities of the county highway department and related work as required to the full depth of the department financial picture including assets, liabilities, revenues and expenses.
The Highway Accountant requires an extensive understanding of the cost accounting system along with related systems used in the county at large. The related systems include the county financial, payroll, fixed asset, asset management and fuel system. Knowledge of reporting requirements of the various state agencies is vital in this position. This employee plans and organizes work based on deadlines, procedures and standards. This employee determines what shall be done and how it will be done and continually improves work processes. This position provides technical expertise and information to others in highway and county finance.
Essential Duties and Responsibilities • Prepares comprehensive Annual Highway Road & Bridge Financial Report.
• Coordinates in preparing Annual Budget.
• Prepares payroll, allocating hours to proper accounts for accurate cost accounting.
• Maintains Accounts Receivable and Accounts Payable Register.
• Computes and maintains equipment cost records, with depreciation schedules and establishes equipment rental rates.
• Maintains Inventory of gasoline, diesel fuel, signing supplies, and culverts.
• Maintains County Capital and Fixed Asset system of Highway assets per State Aid requirements.
• Accounts for Road and Bridge Infrastructure cost reports per GASB 34 requirements and furnishes to State Aid and to Brown County Financial Manager for State Auditors.
• Computes monthly Fuel Tax Reports for the Commissioner of Revenue for Highway off road equipment.
• Codes and verifies cost accounts on all bills and invoices for payment.
• Prepares and maintains construction cost records by contract, project and job for State Aid reports.
• Oversees office, answers questions in absence of the Engineer.
• Attends County Commissioner Board Meetings & Department Head Meetings in absence of the Engineer and Assistant Engineer.
• Attends Annual Highway Accountants meeting to keep current on changes in laws and regulations.
• Completes First Report of Injury reports and sends to the Human Resource office.
• Other duties as assigned or apparent.
• Regular attendance is required.
• Attends meetings and trainings, as needed.
Qualifications Education :
• Four-year Accounting degree;
or
• Two-year Accounting Degree with four years’ experience.
and
• Knowledge of COFARS & GASB Accounting Principles, computerized accounting systems and word processing & spreadsheet computer applications.
Requirements: • Experience with computerized accounting systems.
• Ability to supervise employees.
• Experience with word processing, spreadsheet computer applications.
• Required supervisory and managerial training.
• Valid MN Class D driver’s license.
• Ability to become member of the MN County Highway Accountants Association.
Knowledge, Skills and Abilities • Knowledge and skill in accounting functions, Excel and computer operation.
• Must know and follow County Financial Accounting and Reporting Standards and Governmental Accounting Standards Board Accounting Principles.
• Possess excellent interpersonal and communication skills for working with Federal, State, Minnesota Department of Transportation State Aid Finance and County Financial Manager and other County employees, contractors, vendors, township officers and members of the public.
• Hold or obtain a Notary Public stamp.
• Ability to obtain and apply knowledge of state and federal rules and statutes and audit procedures.
• Ability to interpret a variety of instructions furnished in written or oral forms.
• Ability to establish and maintain effective working relationships with others.
• Ability to work under limited supervision with general autonomy in determining how objectives are achieved.
• Knowledge of all aspects of highway operation; to know what is being purchased and paid in maintenance, construction, road equipment and material knowledge.
• Knowledge of cost accounting procedures and principles and how to account for all areas financially.
• Requires ability to communicate effectively and professionally with Road & Bridge staff, Administrative staff, State Aid Depts & State Auditor Dept. staff and other county employees and the public.
• Accountant has a wide range of duties and responsibilities.
• Attends local and statewide accounting functions, professional associations and county meetings.
• Performs other duties as assigned or apparent.
Position is a Grade 8 with an entry hourly wage range of $28.98 to $32.50, DOQ.
