Purpose of Job
The purpose of this position is to serve as Superintendent of a Diversion and Work Release Center by managing, directing, and supervising the facility's operations. Duties and responsibilities include:  developing, interpreting, and implementing operational procedures, operational directives, and post orders; managing facility staff and operations which may include but not be limited to: resident custody, staff and resident training, facility maintenance, resident education, resident treatment and case management, administration and performing additional tasks as assigned.

When requirements include vehicle operation, responsible for the safety, readiness and operation of the vehicle and must abide by ACC's safe driving policy.
Emergency Position
This position is designated as an emergency position that requires your attendance at work under all types of emergency conditions. Some examples of emergencies include inclement weather, utility failure, fire or other forced evacuations or as determined by the Manager.
Minimum Training & Experience Required to Perform Essential Job Functions Bachelor's degree in criminal justice or related field required; four years of law enforcement, corrections or related experience required; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this position.
Two years of supervisory experience is required.
Master's degree preferred.
Requires ability to meet current certification requirements set forth in the Georgia Basic Correctional Officer Training program.
Must possess a valid driver's license.
Essential Duties, Responsibilities The following duties are normal for this job. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.
Supervises and evaluates assigned staff; handling all employee concerns, directing work assignments, counseling and disciplining employees when necessary, and completing employee performance appraisals.
Supervises the day-to-day operations of the diversion center; provides for the safe, legal and humane custody and care of  offenders; provides for the safety of facility personnel.
Oversees and directs the operations of the Diversion/Work Release Center utilizing Evidence Based Practices (EBP) to establish and maintain high standards of operations in the areas of resident discipline, security, supervision, segregation (if necessary),
educational and work programs, resident classification levels, recreation, employment of residents, payment of imposed fees and fines, and fulfillment of court required programs.
Oversees the appropriate policies and programs to provide for the effective management of residents including but not limited to: providing programs, developing work skills, and training, educating, and insuring the successful completion of diversion for residents.
Inspects facility and grounds to ensure that all parts of the complex are operating in accordance with the highest correctional standards.
Administers the work, educational, and training programs developed for the residents.
Responsible for the collection and maintenance of monies relating to all phases of the Diversion Program (Collection of fees and personal monies maintained for the residents).
Maintains records and prepares reports for the Warden and the Diversion Center Oversight Committee.
Establishes policies, procedures, rules and regulations for the effective and efficient management of the Diversion Center.
Develops security plans for the facility including access, issuance and use of keys, weapons, and other equipment.
Monitors Diversion Center expenditures and adheres to the budget with regard to staffing, overtime, capital outlays, and line items.
Interacts with various State and County agencies (i.e.: Local Courts, District Attorney, Probation Department, law enforcement, Sheriff's Office, etc.).
Appears, as requested or directed by the Warden, before the County Manager, Deputy Manager, Judiciary, and/or Diversion Oversight Committee to explain Diversion Program operations.
Visits with offenders in dormitory to verify conditions of confinement.
Arranges for leave for offenders who have deaths or illness in their immediate families, organizes leisure activities for offenders and serves as advocate during disciplinary proceedings.
Serves on the classification committee.
Determines potential problem offenders and assists in resolving problems.
Transports offenders to and from special events and functions.
Performs other duties as assigned.
Knowledge, Skills and Abilities
Knowledge of Adult Community Residential Corrections (Evidence Based Practices) procedures, including the care and custody of residents, thorough knowledge of American Correctional Association Standards.
Knowledge of operations and staff plans and objectives for the expedience and effectiveness of specific duties of the position.
Knowledge of all applicable laws, ordinances, policies, standards and regulations pertaining to the specific duties and responsibilities of the job.
Knowledge of management, human resource management/personnel, and financial practices, policies and procedures and budgeting procedures in the completion of daily responsibilities.
Skill in management and supervision, written and oral communication and the use of self-defense techniques and equipment.
Ability to develop and administer policies, procedures, plans, goals and activities and to monitor performance of subordinates against measured established goals.
Ability to effectively communicate, maintain confidential information and interact with subordinates, management, employees, members of the general public and all other groups involved in the activities of the Athens-Clarke County Government as they relate to the Corrections Department and Diversion Center
Ability to assemble information and make written reports and documents in a concise, clear and effective manner.
Ability to use independent judgment and discretion in managing subordinates and residents including the handling of emergency situations, determining and deciding upon procedures to be implemented, setting priorities, maintaining standards, and resolving problems.

PHYSICAL REQUIREMENTS: Must be physically able to operate a variety of machinery and equipment including typewriter, adding machine, copier, camera, revolver and hand guns. Must be able to use body members to work, move or carry objects or materials. This position requires:  climbing, balancing, stooping, kneeling, crouching, crawling, reaching, standing, walking, bending, pulling, lifting, fingering, grasping, feeling, seeing, talking, hearing, and repetitive motions. Must be able to exert up to 50 pounds of force occasionally, and/or up to 20 pounds of force frequently. Physical demand requirements are at levels of those of medium work.
