• Master’s degree in a field related to human resources management, including but not limited to, business management, human resources management, industrial psychology, organizational behavior, sociology, anthropology or public administration.
Position Summary
The Carl Vinson Institute of Government at The University of Georgia invites applications for a Public Service Faculty position in the Government Services and Research Division . The position will be available February 1, 2025 and carries rank in the public service faculty career ladder of the University.
At the Institute of Government, we inform, inspire and innovate so that governments, large and small, can be more efficient and responsive to citizens, address current and emerging challenges, and serve the public with excellence. We are seeking an enterprising and thoughtful leader who can lead a team of public service faculty and staff who are focused on helping state and local governments develop and manage their personnel so they can best provide government services.
The HRM unit manager will be responsible for the strategic direction of the Institute’s human resource management and talent strategy lines of business. As a public service faculty member, the unit manager will also have the opportunity to share their expertise through training, research, webinars, presentations, and advising government leaders.
This position is responsible for managing the Institute’s talent strategy and management technical assistance unit also known as the Human Resources Management unit. This unit provides technical assistance to local governments and state agencies in the areas of personnel administration, assessments, classification and compensation, human resources policy, executive recruitment, performance improvement coaching, and training. This position manages a team of subject matter experts who are public service faculty and professional staff. This position is responsible for the strategic direction of the unit including business development, contracts and grants, research, analysis and making sure all contractual obligations are met. The unit manager position is part of the leadership team of the Government Services and Research division and works collaboratively with other units and divisions across the Institute to deliver quality and objective research and technical assistance to governments across the state of Georgia. This position will travel overnight and day trips as part of their regular duties. Travel is estimated to be about 20% to 25% of the time.

Relevant/Preferred Education, Experience, Licensure, And/or Certification
• Ten years of experience working in human resources management setting is preferred.
• At least two years of supervisory experience.
• Background developing and delivering training to adult learners.
• Background developing scopes of work and delivering products based contractual obligations.
Preferred Knowledge, Skills, Abilities and/or Competencies
• Knowledge of state and local government political structure, functions, and operations.
• Knowledge of Human Resources Management’s current and emerging trends, issues, and challenges.
• Knowledge of local government operations, financial environment, and legal frameworks.

Provide research and technical assistance services to state and local government agencies. Specific services include human resources management training and technical assistance, organizational improvement technical assistance, human resources policy review, support class and compensation studies, promotional assessment and GOV360™ consultations.
Percentage Of Time 40 Duties/Responsibilities
Direct the Human Resources Management unit of the Institute. Supervise, coach and develop professional staff consisting of public service faculty, research staff, and graduate and undergraduate students. Participate in division and Institute leadership meetings and committees.

Engage with potential clients to determine needs and negotiate contracts. Maintain and strengthen relationships with existing clients. Support faculty in the unit in developing scopes of work.

Participate, work with, and provide training to professional development organizations and Human Resources Management government related associations.
