Economist
Wilson & Company is seeking a highly motivated and detail-oriented Economist to join our Funding and Grant Administration Team. The Economist will support our engineering and planning teams by providing economic insights, performing financial evaluations, and developing strategic funding solutions for infrastructure and public works projects. The successful candidate will have experience in developing Benefit-Cost Analyses (BCA) and be familiar with various funding mechanisms such as general bonds, tax improvement districts, and other financing options for local governments.
Essential Job Functions
• Develop comprehensive Benefit-Cost Analyses (BCA) for infrastructure and public works projects for inclusion in federal grant applications, ensuring accurate assessments of project impacts.
• Provide recommendations on effective funding mechanisms, including general obligation bonds, revenue bonds, tax increment financing, special tax districts, and other local government funding sources.
• Stay current on government funding programs, grants, and other financial opportunities relevant to local government projects.
• Prepare reports, presentations, and documentation to communicate economic findings and funding strategies to internal and external stakeholders, including government agencies.
• Support grant application and project development by providing economic justification and financial analysis.
• Perform risk assessments and scenario analyses to assist local governments in selecting funding approaches.
• Assist in policy and regulatory analysis to inform project planning and funding strategies.
• Assist in performing and reviewing market analysis for clients and geographies
• Develop economic models and financial analyses to support project feasibility studies, including cash flow analysis, ROI calculations, and sensitivity testing.
• Collaborate with engineering, planning, and project management teams to integrate economic analysis into project development and planning processes.
Qualifications
• Bachelor’s or Master’s degree in Economics, Finance, Public Administration, or a related field.
• 3-5 years of experience in developing Benefit-Cost Analyses, preferably in infrastructure, transportation, or public sector projects.
• Understanding of local government funding mechanisms such as general bonds, tax increment financing (TIF), special tax districts, and public-private partnerships.
• Proven ability to conduct detailed economic analysis and financial modeling.
• Excellent written and verbal communication skills, with the ability to convey complex economic concepts to non-technical stakeholders.
• Proficient in financial analysis tools and software such as Excel, and experience with economic modeling software is a plus.
• Familiarity with federal, state, and local government funding programs, including grants and regulatory requirements.
• Strong analytical skills, with a focus on problem-solving and critical thinking.
• Ability to work collaboratively within a multidisciplinary team and meet project deadlines.
Preferred Qualifications
• Experience working with engineering firms or public-sector clients.
• Knowledge of environmental economics, transportation economics, and urban economics.
• Certification in Economic Development (CED) or Project Management (PMP) is a plus.

Annual Salary Range: $45,240.00 - $93,600.00 (Depending on Experience)
