Position Summary Coordinates multi-department activities related to GIS and the use of data for creation of layers of information. Responds to requests from businesses for GIS data. Maintains the Master Street Address Guide to place new addresses. Works with municipalities, GIS vendors and GPS systems to maintain accurate GIS maps and data. Coordinates purchase and maintenance of smart phones and usage of a Mobile Data Management (MDM). Responsible for the design, maintenance and performance of the Brown County Website.
Essential Duties and Responsibilities This position is responsible for the County's Geographic Information Systems (GIS), county-wide mobile devices, including overall administration of Mobile Device Management Systems (MDM), and for the design and performance of the Brown County Website. This position also provides planning, designing, implementation, training, maintenance, software and server updates, administration and overall management of the GIS program. This position works with providers, vendors and staff to ensure compliance, processes, procedures and standards are being met.
• Verifies, edits and integrates data into the County-wide GIS system.
• Provides day-to-day system maintenance for major configurations for county-wide GIS systems.
• Provides services and information to all departments involved with GIS.
• Trains or assists employees or infrequent users of GIS to aid in the analysis of GIS decision-making.
• Manages data acquisition including coordinate geometry, GPS, digitizing, scanning and photography.
• Coordinates multi-department activities related to GIS and the use of data for the creation of layers of information.
• Maintains the accuracies and integrity of data and integrating databases of the comprehensive GIS.
• Installs smart phones and MDM. Troubleshoots smart phones.
• Assists in programs to educate management and users on GIS software.
• Develops, implements, enforces and adheres to procedural standards.
• Designs GIS forms and reports.
• Reviews, deciphers and defines legal descriptions in order to ensure consistency with adjacent properties and proper closure of meets and bounds.
• Responsible for maintaining GIS system by completing property updates and edits including drawing in new plats, parcel splits and combinations and labeling with mapping codes.
• Designs and maintains the internal and external Brown County websites as well as any cooperative websites.
• Orders and maintains cellular devices, including troubleshooting and upgrading of devices. Works with vendors to replace or repair devices.
• Researches and recommends specific GIS and cellphone applications and processes for staff to use.
• Serves as on call rotation.
• Works with Count Departments to provide guidance and customization for departments to use SharePoint for department functions. This includes creating customized workflows that streamline procedures using Microsoft 365 tools such as Power Apps and Power Automate.
• Respond to the help desk in a timely manner.
• Other duties as assigned or apparent.
• Regular attendance is required.
• Attending meetings and training, as needed.
Qualifications Education
• Bachelor’s degree in Geographic Information Systems, Geography, or Civil Engineering;
OR
• Two (2) years of study at an accredited college or an Associate's degree program with emphasis in Geographic Information Systems, Geography, Civil Engineering, or Computer Science with three (3) years of experience in GIS, GIS applications, and creating and modifying GIS data.

• Knowledge of ArcGIS Server, ArcGIS Desktop, ArcGIS Pro, ArcGIS Online, Web Application Builder, Geoprocessing Tools, and Geodatabase Design.
• Understanding of enterprise GIS, web applications, web services, and basic programming languages
• Ability to communicate effectively, orally and in writing, and have strong positive public relations skills.
• Ability to establish and maintain effective working relationships with others.

Position is a grade 9 with an entry hourly wage range of $29.54 to $33.12, DOQ. Position has a full earning potential of up to $41.63 per hour, DOQ.
