The Role:
The Buyer is r esponsible for performing entry-level buying duties, locating competitive sources and prices for products and services, and assisting in all other purchasing functions, bids, and contract activities. Responsible for a variety of inventory services and programs to city departments.
Salary:
This position is: • FLSA non-exempt, and will earn overtime for any hours worked over 40 in a week.
• A Grade 314 with an hourly salary between $24.9611 - $37.4418.

Holiday, Vacation, and Sick Leave:
Regular status positions offer:
• The City of Glendale observes 10.5 holidays per year, and full-time employees are also granted an additional 12 hours of holiday special leave to celebrate their cultural or religious holidays throughout the c alendar year.
• Vacation leave accrues at:
• 5.33 hours per pay period (138 hours/17.25* days per year)
• Increases to 6.12 hours after 5 years
• Then caps out at 7.6 hours after 10 years of service.
• Sick leave accrues at 4.4 hours per pay period (114 hours/14.25 days* per year).
* Days per year estimates are based on an 8-hour work day.
Retirement:
This position participates in the Arizona State Retirement System (ASRS).
• The current contribution rate is 12.27%.
• Contributions are mandatory, and are collected each pay period.

Essential Functions • Work with internal and external customers to research, purchase, stock and supply items at the Materials Control Warehouse. Source products and seek quotes for best offers. Prepare invitations for bids, work with City’s Finance and Purchasing staff to ensure compliance with procedures on cooperative purchasing agreements and intergovernmental agreements with other public agencies.
• Create and maintain a variety of computerized records and reports such as vendor lists, inventory reports, finance records and status reports. Track purchase orders, items received, back orders and costs.
• Administers the citywide departmental metals recycling and city surplus auction programs.
• Maintain records containing vendor information, historical purchasing information, contracts, Purchase orders (PO’s), etc. Match contracts and PO’s to billing information. Ensure that contract prices are followed. Reconcile Procard transactions with invoices.
• Analyze stock items based on performance indicators and adjust minimum/maximum quantities to ensure stock levels are adequate for business needs.
• Work with vendors to facilitate approvals, inventory adjustments, returns/credits, and warranty claims.
• Perform various warehouse duties such as, receive and restock merchandise, cross reference package list for discrepancies. Inspect delivery contents for visible damage. Perform cyclical inventory counts, annual full inventory count.
• Operates city vehicles.
• Performs other duties as assigned.
Minimum Qualifications/Special Requirements/Success Factors Minimum Qualifications:
Two years of college level coursework in business administration or related field and two years’ experience in purchasing, materials handling, and inventory handling.
Any equivalent combination of education, training and experience that provides the required knowledge, skills and abilities is qualifying. One year of relevant experience may be substituted for each year of required education.
Knowledge of:
• Purchasing methods and procedures typically used in municipal buying Office procedures and automated tracking and record keeping Automotive and heavy equipment parts and supplies for the equipment management assignment
• Inventory, shipping and receiving methods Computer systems – Microsoft Office Products, SharePoint, Data Entry/Asset Management Software
Ability to:
• Utilize equipment and parts catalogs and brochures to increase job-related knowledge of products
• Communicate effectively verbally and in writing Establish and maintain effective working relationships with city employees, and the general public
• Operate city vehicles
Special Requirements:
• Valid Arizona driver's license.
• Must be able to obtain OSHA approved license for operation of forklift.
• This position is classified as safety-sensitive which requires candidates to successfully undergo drug and alcohol testing prior to employment. They will be subject to further drug and alcohol testing throughout their period of employment in accordance with the City of Glendale Substance Abuse policy. A post-offer physical assessment is required. The City of Glendale will incur the cost of all required testing.
