Position Summary The Assistant Highway Engineer coordinates with the County Engineer the supervision and operation of the Highway Department. The Assistant Engineer is responsible for supervising the engineering department in design, inspection, and documentation for county construction projects. The Assistant Engineer also represents the Highway Department and the County Engineer, in his absence, at meetings, seminars, conferences, Board meetings and other functions.
Essential Duties and Responsibilities • Supervises the downloading of survey data into the computer.
• Prepares and purchases Highway Easements and Construction Easements.
• Manages highway design and construction projects.
• Supervise and design of Highway projects with approval of Engineer and State Aid.
• Prepares, reviews, submits, and obtains permits.
• Prepares project memorandums for federal projects.
• Manages and performs survey, drafting, and design work ensuring compliance with federal, state, and local requirements.
• Performs engineering computations and reviews engineering estimates.
• Manages and prepares construction special provisions, contracts and bidding proposals, awards contracts.
• Assists in the review of publicly submitted plats.
• Assists in management of county ditch drainage system.
• Assist at bid openings, tabulate the bids, and prepare abstract of bids.
• Contract administration.
• Documentation of projects.
• Prepare the required reports of the various agencies.
• Materials inspection approval or rejection.
• Construction inspection and supervision of technician inspectors.
• Updates county survey records.
• Confer and assist with park and landfill projects.
• Supervision of annual Bridge Safety Inspection as the“Team Leader”.
• Develops and maintains the pavement and asset management system for the County road and bridge system.
• Manages construction inspection, quality control, measurement of quantities and documentation of contract process.
• Assists in developing and administering budget, goals, priorities, procedures, and Capital Improvement Plan (CIP) for the department.
Supervision:
• Manages and directs the Department staff and the work activities of the employees in alignment with the vision and direction of the County.
• Provides effective supervision, training, and guidance for assigned personnel; is approachable; anticipates changes and manages challenges.
• Promotes teamwork and cooperation.
• Serves as a positive role model of successful performance and ethical conduct.
• Monitors and documents the work performance of assigned personnel on a timely and continual basis, conducts effective coaching, reviews performance, and takes corrective action whenever necessary.
• Delegates responsibility and authority.
• Responsible for scheduling work assignments, tracking, and approving hours of work.
• Conducts or oversees training for current and new employees to ensure established procedures are clearly understood and followed.
• Continually monitors results being achieved in assigned areas, providing the necessary tools, and coaching to create a cohesive team.
• Creates a working climate in which assigned personnel are motivated to develop their working knowledge, skills, and abilities, and demonstrates by personal example the desired standards of conduct and work performance.

• Member of the Highway Committee.
• Represents the Highway Department and the County Engineer, in his absence, at meetings, seminars, conferences, Board meetings and other functions.
Qualifications Education :
Graduation from an accredited College or University with a B.S.degree in Civil Engineering; and preferred experience of five years of highway design/construction inspection/documentation/contract administration experience working with a State/County/CityEngineering/Public Works Department, Civil Engineering Consultant or Private Contractor that conducts public works projects for the State, Counties or Municipalities. This period should include a minimum of four years of experience as a Senior (Level II) Certified Construction Technician. ; or equivalent combination of education/training/experience.
OR
Graduation from an accredited College or University with an associate's degree in civil engineering technology; and preferred experience of seven years of highway design/construction inspection/documentation/contract administration experience working with a State/County/City Engineering/Public Works Department, Civil Engineering Consultant or Private Contractor that conducts public works projects for the State, Counties or Municipalities. This period should include a minimum of four years of experience as a Senior (Level II) Certified Construction Technician.; or equivalent combination of education/training/experience.
Requirements:
• Certified MnDOT Construction Technician in all fields as Level I & Level II within 5 years of employment.
• State of Minnesota Department of Transportation certified as Bridge Safety Inspector Level II “Team Leader” within 5 years of employment.
• Certified in all levels of Erosion Control by the University of Minnesota within 5 years of employment.
• Professional Engineer licensure preferred; not required.
• Supervisory and management experience and training.
• Good communication skills, both oral and written.
• Need to be organized,self motivated,and able to motivate subordinates.
• Able to establish good working relationships with MnDOT Engineers and personnel, County Commissioners, County Administrators, Engineer, Maintenance Foreman, Accountant, Technicians, Township Officials, City Personnel, Engineering Consultants, utilities and contractors.
• Must be able to represent Brown County and Engineer at conferences, seminars, meetings and other functions.
Knowledge, Skills and Abilities • Extensive working knowledge of federal, state, and local laws, rules and regulations relating to highway, bridge and ditch systems designs, construction and maintenance, and land acquisition.
• Extensive working knowledge of federal and county state aid funding programs and methods of obtaining project approvals.
• Proven leadership skills for the management and supervision of Highway Department activities.
• Considerable knowledge of Highway administration, personnel administration, management techniques and organizational development.
• The ability to develop and implement Department goals and objectives; plan, coordinate, direct and evaluate the work of others; develop and implement Department policies and procedures; and to supervise personnel in a manner conducive to efficient performance and high morale.
• The ability to communicate effectively, orally and in writing, and have strong positive public relations skills.
• The ability to establish and maintain effective working relationships with others.
• Ability to apply professional/managerial principles and judgement within overall goals/directions established by senior management.
• Ability to use extensive analytical ability to select, evaluate and interpret data from several sources; interpretation of guidelines, policies, and procedures is required.
• Ability to maintain effective working relationships to carry out organization programs on matters requiring cooperation, explanation, and persuasion.
Position is a grade 16 with an entry hourly wage range of $41.57 to $46.61, DOQ. Position has a full earning potential of up to $58.89 per hour, DOQ.
