Purpose of Job
The purpose of this job is to provide education to students, residents, and businesses on all solid waste programs. Duties and responsibilities include, but are not limited to, planning, implementing, evaluating, and directing all promotional/educational efforts related to the comprehensive waste reduction plan, and performing additional tasks as assigned.
Job Related Requirements
Monday - Friday, 8 am - 5 pm;
May be required to work on religious holidays.
Regular and predictable attendance is required.
Must work cooperatively with others.
When requirements include vehicle operation, responsible for the safety, readiness and operation of the vehicle and must abide by ACC's safe driving policy.
Minimum Training & Experience Required to Perform Essential Job Functions Bachelor's degree in the environmental field, public relations, journalism, solid waste management or marketing with two years of related work experience required; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this position.
Must possess a valid driver's license.
Must have or have ability to complete appropriate waste reduction training (SWANA, TRUE, or other) within first twelve (12) months of employment.
Essential Duties, Responsibilities The following duties are normal for this job. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.
Leads compliance with the Commercial Recycling Ordinance, Glass Bottle Reduction Program and Material Management Policy for all Governmental Buildings and Facilities and Public Spaces.
Revises ordinance and policy for the Commercial Recycling Ordinance and Policy, Material Management Policy and Glass Bottle Reduction Program.
Exercises functional supervision over Waste Reduction division interns and in the absence of Waste Reduction Coordinator, assumes those responsibilities.
Creates, maintains, and distributes publicity and/or promotional materials for programs and special events related to Commercial Recycling Ordinance and Policy.
Assists with special projects as assigned. (Examples include: UGA Ditch the Dumpster, Twilight, Move Out Day Collection etc.)
Develops and coordinates public education and outreach efforts related Commercial Recycling Ordinance and Policy.
Oversees Departmental Material Management Coordinators by coordinating quarterly meetings, offer technical assistance, and keep Coordinators abreast of waste related issues.
Assists with preparing budget proposals for educational component of Waste Reduction Division budget.
Coordinates and leads tours of solid waste facilities (recycling, CHaRM, composting and landfill facilities) for school groups, college classes, and the general public.
Assists Waste Reduction Coordinator with the ACC Green School program and school recycling programs.
Maintains documentation and records of all aspects of education and outreach programs related to the Commercial Recycling Ordinance and Policy and Glass Bottle Reduction Program.
Uploads data on the website, and sends monthly/quarterly reports to Solid Waste Advisory Commission, Solid Waste Director and Waste Reduction Administrator about Commercial Recycling Ordinance and Policy and, as necessary, Glass Bottle Reduction Program.
Maintains appropriate areas of the website for the Commercial Recycling Ordinance and Policy and other areas.
Attend permitted hauler meetings and work with private haulers to ensure business compliance with all policies.
Coordinate truck ride-alongs and information sharing with the Collections Divisions to ensure business compliance with the policy. Specifically, focusing on improved waste reduction in the Central Business District (downtown).
Assists with Planning Department Plans Review Process as the Solid Waste Representative.
Attends conferences, seminars, and classes to remain abreast of current developments in waste reduction/public relations.
Assists with research (focus groups, polls, etc.).
Assists with preparing grant proposals and award applications.
Provides information and other customer services to students, residents, and businesses.
Responds to questions regarding waste reduction opportunities via email, phone and in-person.
Assists customers with unloading recycling materials.
Assists division employees with processing of collected recyclables.
Assists with after hours and weekend programs and events.
Performs clerical duties related to position.
Performs other related duties as required.
Knowledge, Skills and Abilities
Knowledge of the policies, procedures, and activities of the Solid Waste Department as they pertain to the performance of duties relating to the position of Program Education Specialist.
Knowledge of the terminology used within the department.
Knowledge of maps, graphs, charts, grant proposals, route sheets, time sheets, fact sheets, etc., and procedures and methods as required in the performance of duties.
Knowledge of software packages as necessary in the performance of job duties.
Knowledge of the use of office equipment, such as computers, copy machines, etc.
Knowledge of print process from pre-flight to post production.
Knowledge of design software, page design and layout.
Ability to compile, organize, prepare and maintain an assortment of records, reports and information in an effective manner and according to departmental and/or governmental regulations.
Ability to communicate effectively with supervisors, and other staff members.
Ability to use independent judgment in routine and non-routine situations.
Ability to handle required mathematical calculations.
Able to utilize and understand computer applications and techniques as necessary in the completion of daily assignments.

Supplemental Information (ADA) MINIMUM QUALIFICATIONS OR STANDARDS REQUIRED TO PERFORM ESSENTIAL JOB FUNCTIONS
PHYSICAL REQUIREMENTS: Must be physically able to operate a variety of machinery and equipment including computers, copy machines, other office equipment, and artist’s instruments. Must be able to use body members to work, move or carry objects or materials. This position requires: walking, standing, bending, stooping, pushing, pulling, lifting, fingering, grasping, feeling, seeing, talking, hearing, and repetitive motions. Must be able to exert up to 40 pounds of force occasionally, and/or up to 10 pounds of force frequently. Physical demand requirements are at levels of those of light work.

FORM/SPATIAL APTITUDE: Requires the ability to inspect items for proper length, width, and shape, visually with artist’s instruments and office equipment.
MOTOR COORDINATION: Requires the ability to coordinate hands, fingers, and eyes accurately in using office equipment. Requires the ability to use the keyboard, lift, bend, push, and pull objects or materials using body parts as the position necessitates.
MANUAL DEXTERITY: Requires the ability to handle a variety of items such as computers, fax machines, and other office equipment, and artist’s instruments. Must have the ability to use one hand for twisting or turning motion while coordinating other hand with different activities. Must have minimal levels of eye/hand/foot coordination.
