Purpose of Job
The purpose of this job is to direct the activities of the Housing and Community Development Department. Duties and responsibilities include, but are not limited to, coordinating activities of grant and contract compliance, community development and homeless services, affordable housing, community impact and nonprofit capacity building, and assisting with the overall administration of the Housing and Community Development Department, and performing additional tasks as assigned.
Job Related Requirements
Work Schedule: Monday through Friday, 8:00am to 5:00pm, some evenings and weekends required. Telework option available after completion of probationary period.
May be required to work on religious holidays. Regular and predictable attendance is required. Must work cooperatively with others. When requirements include vehicle operation, responsible for the safety, readiness and operation of the vehicle and must abide by ACC's safe driving policy.
Minimum Training & Experience Required to Perform Essential Job Functions Bachelor's degree in Social Work, Sociology, Public Administration or a closely related field with five years of experience in human services, economic development, and/or housing and community development required; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this position.
Four years of supervisory experience required.
Must possess a valid driver's license.
Master’s degree preferred.
Essential Duties, Responsibilities The following duties are normal for this job. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.
Supervises and evaluates assigned staff, handling all employee concerns, directing work assignments, counseling and disciplining employees when necessary, and completing employee performance appraisals.
Performs duties of Housing and Community Development Director in his/her absence.
Directs, plans, and coordinates the activities of the various divisions of Housing and Community Development.
Ensures compliance with all federal, state, and local laws and regulations; ACCGov Policies; and HCD policies and procedures.
Analyzes and recommends solutions to procedural problems.
Assists the HCD Director in planning, organizing, and directing the overall “day-to-day” operations of Housing and Community Development programs.
Collaborates with the HCD Director to formulate policies, procedures, and programs.
Seeks and analyzes information, issues, and challenges in order to ensure maximum community investment
Coordinates activities with Finance, Human Resources, ACCGov Attorney’s Office, and other ACCGov departments.
Prepares, administers, and monitors the department budget .
Represents the Housing and Community Development Department at various public meetings and meetings with partners and stakeholders.
Assists with the planning and implementation of a framework to develop affordable housing and to end homelessness.
Knowledge Skills & Abilities
Knowledge of public administration, housing, real estate, and grant management principles and practices.
Knowledge of federal, state and local funding sources available for housing, economic development, public facilities and human services for the economically disadvantaged.
Knowledge of general business principles including: development finance, budgeting, and basic grant development techniques.
Knowledge of regulatory agency compliance issues and processes. Specifically, knowledge of existing compliance issues, HUD regulations, and process to address identified agency compliance issues.
Knowledge of the issues relating to public and private participation in real estate acquisition/sale, financing and construction;
Knowledge of federally-assisted residential property management operations.
Ability to formulate goals, identify needs, develop and implement strategies and conduct research. Ability to formulate grant applications and interpret grant contracts.
Ability to prepare and deliver public presentations and to communicate effectively with citizens and diverse special interest groups.
Ability to establish and maintain effective working relationships with the general public, news media, elected officials, and appointed boards.
Ability to direct and manage a professional staff and to coordinate performance-based benchmarks.
Ability to develop programs strategically in response to identified community needs,
Ability to use a personal computer, scanner, calculator, fax machine, and telephone.

PHYSICAL REQUIREMENTS : Must be physically able to operate a variety of machinery and equipment including computers, calculators, copy machines, scanners, and other office equipment.. Must be able to use body members to work, move, or carry objects or materials. This position requires:  walking, standing, bending, stooping, pushing, pulling, lifting, fingering, grasping, feeling, seeing, talking, hearing, and repetitive motions.  Must be able to exert up to 10 pounds of force occasionally. Physical demand requirements are at levels of those for sedentary work.

FORM/SPATIAL APTITUDE : Requires the ability to inspect items for proper length, width, and shape, visually with office equipment.
MOTOR COORDINATION : Requires the ability to coordinate hands, fingers, and eyes accurately in using computers, copy machines, and other office equipment. Requires the ability to use the keyboard, lift, bend, push, and pull objects or materials using body parts as the position necessitates.
MANUAL DEXTERITY : Requires the ability to handle a variety of items such as computers, copy machines, and other office supplies and equipment. Must have the ability to use one hand for twisting or turning motion while coordinating the other hand with different activities. Must have minimal levels of eye/hand/foot coordination.
COLOR DISCRIMINATION : May require the ability to differentiate between colors and shades of color.
INTERPERSONAL TEMPERAMENT : Requires the ability to deal with people beyond giving and receiving instructions and information. Must be adaptable to performing under considerable stress when confronted with an emergency.
