DESCRIPTION Under the general supervision of the Deputy Director – Property/Land, this position supports the mission of the Property and Environment Resources Department by efficiently providing the public with information and services related to property and land. This position is responsible for maintaining data and records coordinating and communicating regarding drainage issues and completing program administration. The Property and Land Specialist also monitors and interprets rules, policy, and laws and provides technical and general customer service to the public and assists staff in the department.
DUTIES / RESPONSIBILITIES ESSENTIAL FUNCTIONS:
• Performs record maintenance of property- and land- related data. Makes determination if data meets requirements for completeness, acceptability, and accuracy. Maintains drainage and land use permit databases. Maintains and retains electronic and paper documents in accordance with county policy and state and federal laws.
• Maintains assessment records and data in the county's property tax system. Assists in the preparing and implementing annual assessment and levy setting process. Identifies required data and work in conjunction with other departments to create and maintain drainage system spreadsheets and systems. Identifies, collects, and audits data elements and spreadsheets. Ensures accurate input of data into systems. Determines when drainage benefits require changes and makes any changes when land is split or combined into new parcels. Implements, maintains, and improves drainage software.
• Coordinates and communicates with others on drainage issues. Responds to requests for information from state departments and federal agencies. Requests information regarding policies and policy changes and collaborates with stakeholders from other counties, other agencies/groups, and state and federal agencies. Interacts with watershed districts and other various agencies as appropriate or directed. Attends seminars and programs at the state and local level regarding drainage. Researches and responds to inquiries related to drainage assessments and payment histories.
• Completes Property and Land Program Administration. Assesses applications to verify eligibility and completeness and to ensure they meet statutory and/or ordinance requirements. Reviews permit and program submissions for completeness and accuracy, determines whether documents are acceptable, enters data, and disseminates information to staff. Follows up with applicants when deficiencies are found, attempting to rectify them. Prepares and distributes multiple program applications and mailings. Completes general administrative tasks for staff as assigned.
• Conducts Investigations. Responds to complaints. Evaluates compliance or noncompliance, determines corrective measures, outlines timetables, and performs follow-up investigations to ensure compliance. Performs ongoing site inspections and maintains documentation of permits to ensure compliance with ordinances and regulations. Communicates findings and information and works to achieve compliance and resolve problems.
• Monitors, interprets, and implements Drainage and Land Use rules, policy and statutes. Stays current with changing laws, procedures and regulations related to Drainage and Land Use.
• Prepares and maintains Planning Commission and Board of Adjustment meeting minutes. Attends meetings as appropriate.  Maintains transcripts of public hearings as needed.
• Provides technical and other information to public and officials. Answers questions and provides information pertaining to property and land to customers both in person and over the telephone. Searches records to locate and provide information. Provides customer service both internally and externally with a pleasant and helpful demeanor.
• Utilizes a variety of software related to different departmental processes.
• Promotes a diverse, culturally competent, and respectful workplace.
• Interacts positively with internal and external customers. Communicates and interacts effectively and respectfully with employees, supervisors, individuals from other organizations, and customers.
• Performs the physical and mental demands of the position.
• Attends work during regularly scheduled hours.
ADDITIONAL FUNCTIONS: • Develops educational and informational programs and materials. Provides social media content and maintains website information. Responds to requests for information and assists with request for proposals.
• Issues land use permits. Meets with the public to review land use permit proposals to determine if proposal complies with regulations. Reviews site plans and performs site visits. Determines and enforces compliance with ordinances. Issues land use permits or communicates denial and reasons to the public and developers.
• Participates in professional staff development. Participates in training and education opportunities to maintain and improve proficiency. Attends and participates in professional organizations.  Associates with employees and departments from other counties and states for collaboration
• Performs other related functions as apparent or assigned.
QUALIFICATIONS MINIMUM QUALIFICATIONS:
• High School Diploma/GED
• At least 2 years of experience in property records management, land use, drainage, or related field, including database management and document retention.
PREFERRED QUALIFICATIONS:
• Experience with creating and maintaining records and minutes.
• Experience or education related to Geographic Information System (GIS) programs and applications.
• Post-secondary degree in office management, business administration, real estate, planning, urban studies, or a related field.
• Proficient in Microsoft Office Suite or similar software.
• Fluent in understanding and speaking languages other than English such as: Spanish, Somali, Chinese, Sudanese, or Arabic.
CONDITIONS OF EMPLOYMENT:
• Must possess a valid driver’s license and the ability to drive within the State of Minnesota or the ability to possess within 6 weeks from the date of hire.
• Must successfully pass a background check.
• Must comply with all federal and state laws and organizational and departmental policies and regulations.
• Must comply with data practices policies and standards relative to not public data.  Any access to not public data should be strictly limited to accessing the data that are necessary to fulfill the employment responsibility. While data are being accessed, incumbent should take reasonable measures to ensure the not public data are not accessed by individuals without a work reason. Once the work reason to access the data is reasonably finished the not public data must be properly stored according to county policy and the Minnesota Statutes.
HOURS OF WORK Monday through Friday from 8:00 a.m. to 5:00 p.m. Some overtime, evening, and weekend hours may be required.
