General Statement of Job
Coordinates the City’s Emergency Medical Service (EMS) and supervises all city paramedics within all city fire stations.  Directs operations involved in emergency incidents, ensuring safety of personnel and the general public.
City Expectations:
Certain essential city services are required to be maintained in any civil emergency. Depending upon the type of emergency, any and all employees may be activated as essential employees in the event of an emergency.
Duties & Responsibilities Specific Duties and Responsibilities
Essential Functions:
1.          Responsible for developing and implementing all departmental EMS training activities to maintain certifications, proficiency in the use of EMS Protocols and Policies and other EMS training as identified.  Manages the Department EMS Field Training Program and compliance of the Department’s EMS Qualify Improvement Program Manual.
2.        Confers with Chief, Deputy Chief, officers, and certified personnel to determine training needs; and establishes training courses and coordinates education and training with technical and community educational institutions.
3.      Compiles data and analyzes past and current year training requirements.   Prepares budgets and justification of funds requested.  Maintains records and prepares monthly, quarterly, and annual statistical reports to evaluate efficiency, performance and progress of personnel.
4.      Screens, tests, counsels, and recommends employees for participation in internal or external educational, training and safety programs, job advancement and promotion.
5.          Performs Fire Station and Rescue inspections and reports safety finds.
6.          Serves on the Department’s and City’s Safety and Training Committees.
7.          Review and coordinates accident or injury investigations, worker’s compensation claims, etc., with the city’s risk management coordinator.
8.     Responds to major emergencies as a safety officer, or as assigned by the Incident Commander.  Continually evaluates on-scene EMS/Fire performance to identify training needs and fills any needed positions in the Incident Command System (ICS) as incidents expand.
9.     Assists with special projects and develops goals, objectives and evaluations from inception to completion.
10.         Identifies emergency services risk areas within the City.
Responsibilities:
Responsible for directing the efficient, safe, and comprehensive responses to fire department EMS operations.  Responsible in work to the Fire Chief.
Minimum Qualifications Minimum Education and Training
High school graduate or equivalent and five (5) years fire rescue experience required.  Must also have served three (3) years in the position of a charge paramedic at a department responsible for providing primary EMS service and Advanced Life Support (ALS) transports.  An Associate of Science Degree in Emergency Medical Services (ASEMS) preferred.
The following licenses and certifications are required:
1.         State of Florida Certificate as Firefighter
2.        State of Florida Certification as Fire Officer I
3.        State of Florida Certification as Fire Instructor I
4.      ICS 100, 200, 300, NIMS IS 700 and 800 Training Certificates or ability to obtain within thirty (30) days from date of hire.
5.        State of Florida Certified Paramedic.
6.       Current Basic Life Support (BLS) and Advanced Cardiac Life Support (ACLS) certifications.
Minimum Qualifications and Standards Required
Skill Requirements :
Considerable knowledge of and skill in the operation of fire apparatus and equipment.  Knowledge of fire prevention.  Ability to lead effectively and maintain discipline. Advanced writing, communication and presentation skills. Ability to prepare clear and concise reports. Ability to establish and maintain effective working relationships with superiors, fellow-employees, and the general public.  Possess a valid Florida Driver’s license, free of any serious violations.
Requires a working knowledge of the current version of Microsoft Office Professional software suite including proficiency with Word and Excel.  Must have a basic understanding of the current version of the Microsoft Windows operating system.  Familiarity with CentralSquare Software applications based on an iSeries system is preferred.  Working knowledge of the current versions of Microsoft Outlook and Internet Explorer is also highly recommended.  Ability to learn specific computer applications used in the Department.
Physical Requirements :
Ability to pass physical examination at any time.   Ability to work both indoors and outdoors in all kinds of weather for prolonged periods of time.  Must be capable of functioning in a fast-paced, high-stress environment with multiple priorities and deadlines.  Reasonable accommodation will be considered for applicants with physical disabilities.
Supplemental Information Working Conditions :
This is a safety-sensitive position with 24-hour emergency response needs.  May be required to work outside during inclement weather and under whatever conditions may be required in an emergency. Must be capable of dealing with all emergencies calmly.  Expected to be available for emergencies beyond regular operating hours if required.
