DESCRIPTION Under general supervision of the License Center Administrator, this position supports the License Center by efficiently and effectively being a trusted leader in delivering innovative services and serving the public by licensing drivers, registering, and titling vehicles, Department of Natural Resources (DNR) licensing, and maintaining Vital Records. This position works in a fast-paced License Center and performs front counter customer service duties. The License Center Specialist is responsible for carrying out the functions in five service areas listed above.
DUTIES / RESPONSIBILITIES ESSENTIAL FUNCTIONS: • Interacts positively with internal and external customers. Communicates and interacts effectively and respectfully with employees, supervisors, individuals from other organizations, and customers.
• Provides professional and exceptional customer service by exhibiting a pleasant and helpful disposition to all individuals. Greets and answers questions in a friendly and professional manner, both in person and over the telephone.
• Processes licenses, registrations, titles, identification cards, and renewal documents. Reconciles records and cash drawer.
• Prepares, completes, and submits daily and monthly reports.
• Maintains records. Completes and submits all associated reports.
• Handles payment of fees, records transactions, issues receipts, deposits fees, and reconciles records department-wide.
• Maintains records including but not limited to birth, marriage, and death records. Issues and processes appropriate forms. Verifies application standards before acceptance and data entry.
• Assists in identifying and implementing departmental efficiencies. Develops and implements new or updated procedures and assists with implementing new rules and regulations throughout the department.
• Promotes a diverse, culturally competent, and respectful workplace.
• Performs the physical and mental demands of the position.
• Attends work during regularly scheduled hours.
ADDITIONAL FUNCTIONS:
• Maintains accurate inventory of supplies, licenses, and forms. of the License Center as well as area dealers and vendors.
• Files notaries
• Participates in professional staff development. Participates in training and education opportunities to maintain and improve proficiency. Attends and participates in professional organizations.. Associates with employees and departments from other counties and states for collaboration.
• Trains and mentors’ new staff as requested.
• Performs other related functions as apparent or assigned.
QUALIFICATIONS MINIMUM QUALIFICATIONS:
• High School Diploma/GED
• Two (2) years of customer service/clerical experience such as but not limited to greeting the public, handling phone calls, answering questions, troubleshooting customer problems, photocopying, filing, data entry, reporting, and scanning, etc.
PREFERRED QUALIFICATIONS:
• Fluent in understanding and speaking languages other than English such as: Spanish, Somali, Chinese, Sudanese, or Arabic
• Experience working as a title clerk for a car dealership.
• Experience working in a motor vehicle department.
CONDITIONS OF EMPLOYMENT:
• Must successfully pass a background check to be bondable.
• Must possess a valid driver's license and be able to drive in the State of Minnesota.
• Must comply with all federal and state laws and organizational and departmental policies and regulations.
• Must comply with data practice policies and standards relative to not public data. Any access to not public data should be strictly limited to accessing the data that is necessary to fulfill the employment responsibility. While data are being accessed, incumbent should take reasonable measures to ensure the not public data is not accessed by individuals without a work reason. Once the work reason to access the data is reasonably finished the not public data must be properly stored according to county policy and the Minnesota Statutes.
HOURS OF WORK Hours of work are 8:00 am to 5:00 pm, Monday through Friday. Some evening and weekend hours may be required.
