Introduction
This supervisory position performs technology systems management, administration, and deployment duties. A person in this position provides leadership for various technology projects and tasks by coordinating technical resources involved in the implementation of new or maintenance of existing information systems.
Nature Of Work
An employee in this class is responsible for planning, scheduling, assigning, supervising personnel, and reviewing the work of subordinate employees engaged in a variety of technical systems analysis and application administration tasks. Work includes developing standards and procedures for information technology projects, establishing priorities, coordinating work with user and functional systems personnel, and project planning. Employees will manage projects exercising considerable initiative and independent judgment in monitoring work in progress and adjusting schedules and procedures in order to ensure that projects are completed in the most timely and efficient manner possible. Employees conduct technical research, analyze business process improvement options and prepare reports and recommendations for consideration by management personnel.
Examples of Duties
Develop and revise system documentation, user procedures, and functional specifications. Analyze and resolve production system issues; supervise the development and modification of programs and production run documentation. Coordinate system upgrades, data migrations, resolve system problems, and consult with users and project team members. Oversee the preparation and maintenance of disaster recovery plans, capacity plans, coordinating testing and evaluations periodically. Develop, budget, and maintain strategic plans data center technology refresh cycles. Analyze problems, determine solutions, and supervise the implementation of corrective actions.
Supervise project planning, scheduling, and staff assignment; ensure effective work performance. Conduct cost/benefit analyses and technical research; present reports on project milestones, budget, and risks. Report on project progress, ensuring transparency and effective communication. Participate in contract and project administration, as well as third-party negotiations. Coordinate special administrative and managerial projects. Evaluate software and hardware solutions and collaborate closely with customers and other teams.
Manage customer expectations through regular status meetings and communications. Oversee a customer portfolio of projects, tasks, and requests.
Recruit, coordinate, assign, supervise, and evaluate subordinate employees. Complete performance evaluations, provide training and coaching, administer discipline, address grievances, and review leave requests. Coordinate and conduct training programs.
Coordinate, maintain, and renew service contracts, agreements, hosting fees, license fees, and maintenance contracts for various technology solutions. Oversee the design, implementation, and administration of COTS, custom software, and third-party hosted solutions. Employees under this role will oversee and actively participate in the implementation and administration of technology solutions in alignment with business objectives.

Knowledge, Skills & Abilities
Ability to: plan, organize, schedule, assign, supervise, and review the work of project team members; analyze problems, draw sound conclusions, and discern feasible recommendations; prepare administrative and technical reports and papers; establish efficient standards and procedures for assigned projects; prepare project specifications and requirements; conduct cost/benefit analysis; analyze manual and automated processes; design and implement training programs for subordinate personnel; research, prepare and present findings in a professional manner; effective verbal and written communication skills establish and maintain effective working relationships with employees, department managers, officials, and others.
Extensive knowledge of: data center operations aligned with best practices for security, data resiliency and redundancy, enterprise storage systems, data center virtualization, end-user computing, backup and disaster recovery techniques, compute and storage capacity planning, network switching and routing, operating systems and virtualization stack upgrades, workload life cycle management, modern data center technologies; multi-year technology refresh planning and budgeting and record keeping, subject matter expert in identifying and resolving complex, multi-component failures.
Skills in: VMware data center lifecycle management, end-user compute and network virtualization portfolio, network load balancing, enterprise storage administration, backup and replication implementations, Microsoft Windows Server roles, Active Directory, DNS, DHCP, Failover Cluster Instances, M365, Linux distributions, LDAP and MFA integrations, asset inventory, management, proactive monitoring, automated workload provisioning, technical troubleshooting and root cause analysis.
Physical Requirements
Mostly sedentary, indoors, requires extended use of computer, typing and viewing monitor.
Minimum Qualifications
Graduation from an accredited college or university with a bachelor’s degree in computer science or a related field and ten (10) years of progressively responsible experience in at least three of these areas: data center operations support and solutions refresh cycles to include physical and virtual infrastructure; enterprise scale storage systems implementation and management; systems hardening, infrastructure design for resiliency and redundancy, automated workload provisioning; network virtualization, security, routing and load balancing; infrastructure design, capacity planning and budgeting; disaster recovery planning and testing; and with six (6) months in supervisory or lead experience.
Licenses or Certifications
Possession of a valid Florida driver's license required.
The following certifications are preferred: VCP, MSCE, CCNP DC, DCDC, NCDA/NCIE.
Examination
Evaluation of education and experience. Drug testing is included in all pre-employment processing.
Comments
During periods when the Mayor issues an emergency declaration for the City of Tampa, all employees may be required to work in preparation, response or recovery activities related to the stated emergency.
