Description
The Education and Labor Cabinet’s mission is to educate, prepare and train Kentucky's current and future workforces. The Office of Vocational Rehabilitation empowers individuals with disabilities to maximize employment, achieve economic self-sufficiency and independence, and to contribute back to society. We also help businesses and employers recruit, retain, and accommodate employees with disabilities.
We are seeking a Vocational Rehabilitation Administrator II to develop and administer statewide vocational rehabilitation programs. Coordinate, evaluate, and monitor all aspects of the program(s). Provide administrative support in data analysis and management of budgetary and programmatic areas as it relates to the programs they manage; and performs other duties as required.
Key Responsibilities:
• Manages and administers all Employer Services Branch Field Services activities for the West-Section.
• Administers agency rules, regulations and policies related to Employer services.
• Acts as a subject matter expert regarding the program for OVR staff and external partners that govern and relate to the provision of the Employer Services Branch.
• Supervises Employer Services Branch West-Section employees.
• Evaluates performance, makes decisions and recommendations regarding personnel actions.
• Assists the Employer Services Branch Manager to add and fill positions as needed based on data.
• Use program evaluation data and caseload statistics to assist Branch Manager in defining and carrying out overall program goals and objectives.
• Identifies trends, acknowledge excellence, and provide constructive feedback to Employer Services Branch West-section staff on errors.
• Trains West-Section Employer Services Branch staff in branch policies and procedures.
• Identify outside training opportunities to ensure all staff have access to the most up-to-date information on Employer Services practice and services.
• Train agency staff and both agency and community partners on branch services.
• Represents the agency at conferences, community meetings, advisory panels and committees.
• Develops and makes presentations for meetings or workshops at the local and state level for community partners, vendors, and employers in efforts to develop additional resources and increase awareness of OVR programs.
• Ensures quality customer service is provided to both internal and external customers.
• Conducts monthly consumer and employer satisfaction program reviews via note reviews, phone calls and/or meetings with consumers, employers, and agency partners.
• Performs other duties as required.

Minimum Requirements
EDUCATION: Graduate of a college or university with a master's degree in rehabilitation, rehabilitation teaching or therapy, guidance and/or counseling, psychology, sociology, orientation and mobility, social work, special education, education, education with emphasis in vocational counseling, public or business administration, or a related field.
EXPERIENCE, TRAINING, OR SKILLS: Five years of professional or administrative experience in a rehabilitation program or professional experience in rehabilitation, rehabilitation teaching or therapy, vocational assessment, employer relations, rehabilitation technology, rehabilitation counseling, vocational evaluation, supported employment, job placement, guidance and/or counseling, psychology, sociology, orientation and mobility, social work, special education, education, or education with emphasis in vocational counseling, customized employment, health studies, human relations, human resources, occupational therapy, physical therapy, school counseling, or a related field. One year of the required experience must include rehabilitation management or supervisory experience.
Substitute EDUCATION for EXPERIENCE: Current certification as a Certified Rehabilitation Counselor (CRC) will substitute for one year of the required experience.
Substitute EXPERIENCE for EDUCATION: A bachelor's degree plus an additional two years of professional experience in rehabilitation, rehabilitation teaching or therapy, vocational assessment, employer relations, rehabilitation technology, rehabilitation counseling, vocational evaluation, supported employment, job placement, guidance and/or counseling, psychology, sociology, orientation and mobility, social work, special education, education, education with emphasis in vocational counseling, customized employment, health studies, human relations, human resources, occupational therapy, physical therapy, school counseling, or a related field will substitute for the required master's degree.
SPECIAL REQUIREMENTS (AGE, LICENSURE, REGULATION, ETC.): NONE
Working Conditions
Work is performed primarily in an office setting. Occasional travel will be required to coordinate services between customers and the agency.
Probationary Period
This job has an initial and promotional probationary period of 6 months, except as provided in KRS 18A.111.
