The Environmental Specialist provides services to protect, promote, and improve the environment in Nicollet County. The goal of these services is to prevent the public’s exposure to environmental hazards.
This position performs four environmental services functions:
• Wetland Conservation Act Administrator,
• Solid Waste Enforcement Coordinator,
• Local Water Resources Management Plan Administrator, and
• Aquatic Invasive Species Coordinator.

Administers the Wetland Conservation Act Program. Decides on mandated wetland conservation determinations. Reviews wetland applications and issues wetland restoration orders. Conducts soil verifications, design reviews, issues permits, performs wetland inspections, recordkeeping, code compliance and enforcement. Coordinates with County, State, and Federal agencies on wetland issues and acts as the primary liaison for the wetland program.

Conducts Investigations. Responds to and seeks resolution to complaints, evaluates compliance or noncompliance with land use regulations and environmental/health issues, maintains records of complaints and actions taken. Works with Planning Commission and Board of Adjustment. Prepares and presents staff reports for review, and attends Planning Commission and Board of Adjustment public hearings.

Resolves Code/Environmental Issues with Contractors and the Public. Works with contractors to resolve code violations, works with property owners to resolve environmental issues, and explains rules and changes to owners and contractors.

Administers ordinances and regulations regarding solid waste, reviews ordinances, and recommends revisions. Communicates with facility operators, haulers, county and state officials and the public regarding current practices and determines issues to be addressed. Assists in researching and developing new ordinance sections or provisions as necessary.

Responds to requests for information and identifies and seeks out groups or agencies affected by waste management plans, ordinances, rules, and statutes and works with them by providing information and technical assistance. Makes presentations to the community and provides technical assistance to the public. Assists with preparation of educational materials and request for proposals (RFPs) for projects.

Assists in the operations and oversight of the Household Hazardous Waste (HHW) Facility. Helps with proper sorting, storage, recycling, reusing and disposal of household hazardous waste. Assists the public with unloading hazardous waste and answering questions. Functions as the crew coordinator for work crews at the HHW facility on an as-needed basis. Serves as the backup to open and close the facility and oversee operations.

Minimum qualifications & Requirements In order to be considered for this position, we require a bachelor’s degree in environmental science or a related field, and two (2) years of environmental experience; or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job.
