Job Announcement
This position serves at a journey level as a fully functioning business analyst providing functional system administration support for HR cloud-system Human Capital Management (HCM) bolt-on applications in system review, configuration, implementation and administration.
Under general supervision of the Human Resource Information System (HRIS) Division Director, develops and maintains a general level of understanding of the functional operations and business processes in performance management, position descriptions, onboarding, recruitment, applicant tracking and learning management which the HR cloud systems support. Depending upon the complexity of the effort, participates in project planning activities, analysis, test planning, validation and related activities for on-going maintenance and development for assigned cloud-system(s). Determines causes of system-related issues and works with the HRIS team, Department of Information Technology (DIT) and vendors to determine resolution. Develops communication for system enhancements or upgrades and assists in providing change management and technical support to system end users. Evaluates, tests and validates user requests for system modification. Assists system users in developing reports using advanced techniques and capabilities of desktop software such as Excel, PowerBI. Assists in ad hoc queries and report creation for Freedom of Information Act (FOIA) requests and agency-specific or county-wide data by management using Point & Click Enterprise Ad Hoc Query System (PEAQ) or system reporting functionality, including data analysis. Helps provide data analysis related to collective bargaining. Undertakes special projects as assigned. Develops ad hoc reports upon request.

Analyzes business operations;
Studies, researches, and conducts cost/benefit studies evaluating existing or proposed systems;
Assists in the preparation of short- and long-range information technology plans;
Prepares performance measure reports;
Conducts discussions with agency representatives to review, evaluate, and analyze existing systems;
Defines problems and information processing requirements;
Recommends procedural and operating improvements;
Identify needed automation support;
Administers specialized departmental systems; performs day-to-day maintenance of systems;
Identifies and tests system enhancements;
Evaluates system performance and makes recommendations for increased efficiency;
Identifies business needs and business process improvements;
Represents the agency in new system implementation;
Participates in the evaluation of design elements;
Assists technical staff in developing and preparing system design documents;
Develops, conducts, and coordinates acceptance testing;
Advises technical staff in designing systems outputs and formats;
Assists in determining causes of system problems and works with technical staff to determine appropriate corrective actions;
Acts as intermediary between users and technical staff to resolve problems;
Participates in developing user training manual;
Provides training to users;
Coordinates and oversees maintenance and inventory of agency hardware and software;
Works closely with agency IT technical staff;
Develops and provides technical briefings for staff on new services and system components;
provides technical support and training to users of installed software;
Attends training workshops, product demonstrations, conferences, and technical briefings;
Stays abreast of technology changes;
Provides assistance to other staff as needed;
Serves on committees and task forces and undertakes special projects as assigned.
Required Knowledge Skills and Abilities

Knowledge of capabilities of information technology software, hardware, and network communication technology;
Knowledge of the capabilities of various computer platforms functioning in centralized, distributed, client server, and stand alone environments;

Ability to analyze and evaluate administrative processes and procedures for automation purposes;
Ability to conduct research into new information technology;
Ability to train employees in the use of hardware and software;
Ability to prepare user manuals;
Ability to translate technical terminology into terms understandable to management and employees;
Ability to establish and maintain effective business relationships.
Employment Standards
MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Bachelor's degree in business, computer science or a field related to the department where the information technology services are being used; plus two years of experience analyzing business processes and/or developing/maintaining the main business system, technical platform or a related system.
NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check to the satisfaction of the employer.
PREFERRED QUALIFICATIONS: • Demonstrated knowledge of software development life cycle, project management, and Agile methodologies;
• At least three years of experience in providing cloud system solutions, administration, maintenance, support, and troubleshooting technical issues.
• At least three years of experience analyzing, improving, and implementing business processes and system workflows;
• At least three years of experience preparing documentation for system development or improvements, including user requirements, design specifications, testing plans and implementation strategies;
• At least three years of experience performing duties as a system administrator working directly with vendors, stakeholders, and end users;
• Strong customer service skills and experience managing multiple priorities, tasks and managing projects with competing deadlines, and operating in a team environment;
• Excellent verbal and written communication skills, including ability to succinctly summarize key information and communicate effectively to a diverse group of team members, stakeholders, and senior management leadership.
PHYSICAL REQUIREMENTS:
The work for this position includes the frequent delivery of instructor-led training in the classroom which requires moving around to view trainees. Computer screen, using a SmartBoard, whiteboard, flipcharts, standing at a podium and being able to carry books and other course materials up to 20 pounds in weight. There may be up to three (3) continuous hours of standing required during training and presentations. All duties performed with or without reasonable accommodations.
