Position Summary Under general direction of the County Board, the Information Technology Director is responsible for directing, managing, and planning the overall operations, systems and department personnel for IT within the county.
Essential Duties and Responsibilities Department and Information Technology Activities Management:
• Under general administrative direction, plans, organizes and controls the functions for all information technologies activities.  Develops, implements, and monitors long-range plans for the Department.
• Develops and controls the Information Technology budget.
• Coordinates all Information Technology activities throughout the county, and with state, federal and local agencies.
• Responsible for data protection and security.
• Schedules requests for system and programming work.
• Determines priorities for all computer operations.
• Communicates changes in Information Technology functions, hardware and software to the I.T. staff and to users directly affected.
• Reviews all software that departments want to purchase and makes recommendations.
• Designs and programs systems and/or the installation of systems, including writing specs and acquiring bids.
• Purchases Information Technology supplies and equipment.
• Installs equipment and troubleshoots equipment.
• Acquires bids for procuring maintenance and service agreements for equipment.
• Remains current regarding technological changes in the computer industry and other directly related areas.
• Fulfills administrative reporting requirements.
• Gains the knowledge of the other I.T. positions.
Staff Management: • Provides effective supervision, training and guidance for department personnel; is approachable; anticipates changes and manages challenges.
• Promotes teamwork and cooperation.
• Serves as a positive role model of successful performance and ethical conduct.
• Monitors and documents the work performance of assigned personnel on a timely and continual basis, conducts effective coaching, reviews performance, and takes corrective action whenever necessary.
• Delegates responsibility and authority.
• Enforces all safety rules, regulations and procedures.  Provides training as necessary.
• Conducts or oversees training for current and new employees to ensure established procedures are clearly understood and followed.
• Continually monitors results being achieved in assigned areas, providing the necessary tools and coaching to create a cohesive team.
• Responsible for scheduling work assignments, tracking, and approving of work.
• Develops job descriptions for all positions within the department.
• Plans, develops, and coordinates training for I.T. staff.
• Manages department workforce within the scope of the County Personnel Policy Handbook.  Administers rules, grievances, assigns work, hires, and makes recommendations for transfers and terminations.  Interprets and implements any applicable law or regulation and develops departmental procedures to ensure compliance with local, state, and federal laws.
Leadership: • Oversees all department operations and work activities, including the staff of the department in alignment with the vision and directives of the County.
• Prepares annual operating Department budget by providing comprehensive justifications for budgetary requests.
• Directs implementation of laws and regulations in accordance with County, State, and Federal laws and regulations.
Other Duties: • Attends workshops, seminars and meetings necessary to carry out duty assignments.

Qualifications Education:
• Bachelor's degree in Computer Science or related field and two years of experience;
OR
• Two years of study at an accredited college with emphasis in computer programming and five years of experience in computer operations, programming, and system design.
• Two years of supervisory experience is desired.
Requirements :
• Must possess a valid driver's license and be able to drive in the state of Minnesota.
• Complete and pass pre-employment screening and background check.
• Maintain CJIS testing and requirements.

• The ability to develop and implement goals and objectives, plan, coordinate, direct and evaluate the work of others; develop and implement county-wide policies and procedures; and to supervise personnel in a manner conducive to efficient performance and high morale.
• Experience in information technologies with demonstrated project management responsibility.
• Familiarity with the information needs of management.
• Ability to effectively use verbal, graphic and written skills.
• Must have technical, conceptual, interpersonal, and communication skills.
• Ability to interpret a variety of instructions furnished in written or oral forms.
• Ability to communicate effectively, orally and in writing, and have strong positive public relations skills.

• Knowledge of technology implementation and planning in a government agency environment.
• Knowledge of law enforcement computer technology.
• Knowledge of finance, tax and GIS systems.
• Ability to formulate long-term and viable solutions and deploy technology advancements that have enterprise-wide positive impact.
• Ability to prioritize work requirements and demands.
• Ability to assess problems and make technology recommendations.
• Ability to create and maintain accurate documents and records.
• Considerable skill in effective oral and written communications to a variety of technical and non-technical audiences.
• Ability to follow data practices requirements regarding confidentiality and privacy.
• Proven leadership skills for the management and supervision of division activities.
• Ability to perform work involving many complex and significant variables, requiring analytical ability and inductive thinking in adapting policies, procedures and methods to fit unusual and complex situations.
• Ability to maintain effective working relationships and regular interaction with persons of influence involving considerable tact, discretion and persuasion to negotiate important agreements or elicit desired behavior.
• Position is Grade 16 with an entry hourly wage range of $41.57 to $46.61, DOQ.  Position has a full earning potential of up to $58.59 per hour, DOQ.
