This position works within the fast-paced Strategic Management and Innovation Office to advance the City Council’s Strategic Priorities and Performance Measure program. This position provides oversight and facilitation for complex professional work on a wide variety of high-profile municipal programs such as the City Council’s Accelerated Performance Measures, Strategic Grants Management Program and signatures surveys. Duties include, but are not limited to the following: Manage the citywide strategic plan that advances the City Council Strategic Priorities, including the alignment and reporting of performance measurement program. Provide leadership on strategic planning/projects, innovation and goals, through project management and preparation/delivery of oral and written reports to Council, boards, commissions, community groups and City staff. Coach and advise strategy teams from all levels of the organization in development and execution of strategic plans focused on outcomes aligned to the City Council’s Strategic Priorities. Manage and conduct internal and external facilitation and consulting services provided to city departments and community partners in the areas of strategic planning. Oversee and manage the City’s signature surveys and coordinate key research, analytics and reporting with internal groups and contracted vendors. MINIMUM QUALIFICATIONS Work Experience: Requires five (5) years of full-time administrative or program management experience in a public agency, including two (2) years of supervisory experience. Experience in organizational performance management and/or strategic planning with a focus on strategic management facilitation and data analysis is preferred. Candidates must have the minimum amount of work experience. Years of experience are based upon a full-time work schedule (2,080 hours per year). The sum of an applicant’s full-time and/or part-time qualifying work experience must meet or exceed the stated minimum qualification. Education will not substitute for the required work experience; however, related unpaid and/or volunteer work experience may be used as qualifying work experience. Education: Requires a bachelor’s degree from an accredited college or university with major course work in business administration, public administration, strategic leadership, organizational development, or degree related to the core functions of this position. A master’s degree is preferred. The term “equivalent” means that directly related work experience exceeding the required work experience will substitute in equal time increments for college-level education, for example: one year of additional directly related work experience will substitute for one year of college education (30 credit hours).
