Job Description
NATURE OF WORK
This is a senior-level managerial and advanced professional planning position that involves coordinating the City's planning, inspection, and economic development activities. Reporting directly to the City Manager, the role requires overseeing the development and revision of comprehensive and neighborhood plans, promoting and developing industrial, commercial, and residential areas, and supervising zoning and inspection activities. The position also provides staff support for the Planning Commission and the Industrial Development Authority (IDA) board. The work involves administering state and federal grant programs, fostering public-private partnerships, and supporting economic growth initiatives.
The employee supervises technical and clerical staff, acquires professional consultant services, and manages the planning and assignment of work activities. The role demands considerable technical independence and adherence to general guidelines and policies issued by relevant governmental agencies.
EXAMPLES OF WORK
• Planning and Development: Coordinate and conduct planning studies, update comprehensive and land use plans, design potential development sites, and oversee the planning and development of streets.
• Economic Development: Develop and implement strategies for economic growth, attract and retain businesses, and promote industrial, commercial, and residential areas. Collaborate with developers, businesses, and various agencies to optimize land use.
• Inspection and Zoning: Oversee zoning activities, administer the zoning ordinance, and ensure records are maintained for Planning Commission recommendations and approvals.
• Community Engagement: Engage with community leaders, residents, and other stakeholders to build support for development projects, address concerns, and foster positive relationships.
• Grant Administration: Research, apply for, and administer state and federal grants, including Community Development Block Grant projects.
• Strategic Partnerships: Cultivate relationships with industry associations, chambers of commerce, housing developers, and educational institutions to advance job creation, housing initiatives, and overall economic growth.
• Data Analysis and Reporting: Conduct market research, analyze economic trends, prepare reports, and present planning and development programs to the public and professional groups.
• Support to Planning Commission and IDA Board: Serve as an advisor, prepare agendas and minutes, and present materials to City Council as needed.
MINIMUM QUALIFICATIONS OF WORK
• Education and Experience: Bachelor's degree in Urban Planning, Public Administration, Economics, Business Administration, or a related field. Minimum of five years of related experience, or any equivalent combination of education and experience.
• Knowledge and Skills:
• Principles and practices of modern urban planning and economic development.
• Laws and regulations related to planning and construction.
• Economics, municipal finance, and sociology as they apply to planning and development.
• Technical and statistical information interpretation and analysis.
• Effective communication with diverse stakeholders.
• Planning, organizing, scheduling, and assigning work activities.
• Personnel management, financial administration, and supervisory techniques.
• Establishing and maintaining effective working relationships with employees, City officials, developers, business owners, and the public.
PHYSICAL DEMANDS
The physical demands include sitting, talking, hearing, using hands to handle objects, and occasionally walking. The employee may need to lift and/or move up to 25 pounds. WORK ENVIRONMENT
Work is primarily performed in office settings, with some outdoor work required for inspecting land use developments and construction sites.
