Job Description
NATURE OF WORK
This is a highly responsible professional and administrative role in planning, coordinating, and directing all operations and activities of information, network, and related technology systems within the City. The work involves ensuring the systems and servers operate smoothly and managing the staff and overall operations to ensure stable operation of the organization’s technology infrastructure. This includes developing, maintaining, supporting, and optimizing key functional areas such as network infrastructure, data communications, microcomputers, and related peripherals and operations. The role reports to the City Manager or his/her designee.
EXAMPLES OF WORK
• Plan, direct, organize, and evaluate all activities of the MIS Office, including system design and analysis, network administration, hardware and software support, operational support, help desk activities, and programming operations.
• Oversee the computer systems required to support the organization's unique objectives and goals.
• Manage IT staff and develop department goals.
• Manage the City’s software development needs.
• Approve purchases of technological equipment and software and establish partnerships with IT providers.
• Prepare the annual budget and control expenditures within approved limitations.
• Direct and organize IT-related projects.
• Develop and implement MIS policies, procedures, and internal controls.
• Coordinate the development of new systems and changes in existing systems with department directors.
• Design equipment specifications and analyze equipment performance; budget for and select equipment for upgrades and expansions of all computer systems.
• Keep abreast of current developments in the field by attending meetings, conferences, and reviewing literature.
• Design and oversee the coordination of an OC-12 SONET Network, 10 Mb Ethernet circuit, and Traffic Control System.
• Manage and maintain the overall operations of the Martinsville Informational Network, including fiber optical backbone, Ethernet network, VOIP systems, and other related infrastructure.
• Ensure compliance with State Corporation Commission and FCC rules and guidelines.
• .
• Oversee the repair, maintenance, and installation of traffic control systems and associated equipment.
• Prepare and present updates and designs of various projects to elected officials and management teams.
• Perform related duties as assigned or required.
MINIMUM QUALIFICATIONS OF WORK
• Graduation from a four-year college or university, preferably with a degree in data processing or a related field, including work experience in Municipal Finance or Accounting. Five years of progressively responsible experience in data processing/information services administration or any combination of education or experience that provides the necessary knowledge, skills, and abilities.
• Extensive knowledge of methods, practices, and equipment used in the Information Technology field.
• Ability to plan, direct, schedule, and evaluate activities and personnel within the department.
• Ability to organize and delegate responsibility and evaluate performance through administrative review and control procedures.
• Proficient in using PC software tools such as Microsoft Office Suite.
• Combination of education, experience, and skills equivalent to graduation from an accredited college or technical school with an Associate's degree in computer technology or a related subject area. A Bachelor’s degree in computer science is highly desirable.
• Five or more years of telecommunications and networking experience, knowledge of TCIP-based systems, telephone systems, synchronous optical networks, and Ethernet transport platforms.
• Extensive hands-on experience using Cisco and Avaya IP telephony systems.
• Proficient in project management, with the ability to accurately interpret requirements, analyze data, reason logically, exercise sound judgment, and develop effective solutions to complex problems.
• Thorough knowledge of the approved methods, materials, and tools used in the construction and repair of electrical, electronic, mechanical, and testing equipment.
• Ability to express ideas clearly and effectively, both verbally and in writing.
• Ability to establish and maintain effective working relationships with City officials, employees, and the public.
