This position oversees the Permitting Division of the Air Quality Department, which provides businesses and industries with various permits to allow facilities to comply with local, state, and federal air quality regulations. In this role, you will directly oversee a diverse staff of supervisors, engineers, and customer service representatives. You will drive division policy development, workload planning, and technical analysis and be responsible for ensuring the accurate and timely development and issuance of complex and highly technical air quality permits under delegation from the federal Environmental Protection Agency (EPA). Seven years of engineering experience, including two years of supervisory or management experience Postgraduate degrees or professional-level-related experience may substitute for the education or experience on a year-for-year basis Registration as a Professional Engineer (PE) by the Arizona State Board of Technical Registration We Also Value Air quality permitting experience and familiarity with NSR/PSD, BACT, MACT, NSPS, and principles of permit writing Job Contributions Supervise, train, and evaluate the performance of engineering and administrative supervisors, direct the activities and workload of staff, prioritize projects, monitor timely and accurate completion of division assignments Provide technical expertise and interpret and explain rules and regulations, including the technical basis of actions to oversee complex and high-profile air pollution permit projects Negotiate complex air permits through discussion with the Air Quality Department Director, sources, attorneys, the EPA, and other relevant regulatory agencies Review technical support documents that engineering staff produce in support of air quality permits Conduct public hearings and community meetings, advise and educate the public about air quality issues, regulations, and safety Support economic growth through interface and advice to business development organizations Participate in the rule-making process and in the development of permitting policies; interface with State, Federal, and other local regulatory agencies to interpret the applicability of complex regulations Drives continuous improvement of air quality work and ensures consistent application of permitting rules and permit conditions Develop and submit reports to senior management and County management to quantify program progress and accomplishments Performs other job duties as assigned Working Conditions Exerting up to 20 pounds occasionally, 10 pounds frequently, or negligible amounts constantly or requires walking or standing to a significant degree Position is typically office or administrative work and is not substantially exposed to adverse environmental conditions Machines, Tools, Equipment, Software, and Hardware County laptop, cell phone, occasionally operates a county vehicle Protective Equipment Required Hard hat, safety eyewear, steel toe shoes, hearing protection, respirator, safety vest Selection Procedure Only the most qualified candidates will be considered Consideration will only be given to candidates who submit online applications Candidates will be contacted primarily through email and their Workday online application profile Must pass a pre-employment background and/or fingerprint investigation as required by statute or policy, including drug and alcohol testing requirements for positions designated as safety-sensitive Maricopa County is an equal opportunity employer.
