Purpose & Job Related Requirements The Unified Government of Athens-Clarke County
is accepting applications for the promotional process for the rank of
FIRE SERGEANT
This is an IN-HOUSE ONLY promotional posting. You must be a current ACCFES Corporal to be eligible for this position.
Eligibility Requirements to participate in the Promotional Process:
All candidates must meet all of the following qualifications by July 30, 2024, to be eligible to compete:
1. Must be a current ACCFES Corporal with at least two years in ACCFES Corporal position as of date of promotional posting closing on July 30, 2024. (You will be eligible to participate in the promotional process if you have a minimum of one year as an ACCFES Corporal.  If you successfully pass all promotional phases, you will be added to the eligibility list after you have completed two years at the rank of Corporal).
2. Four years of experience in the fire service;
3. If hired prior to March 30, 2018, EMT is preferred. EMT is required if hired thereafter.
4. Educational requirements include:
• PICO AND STICO
• ICS 100
• ICS 200
• ICS 700
• Blue Card IC certification (Online Module plus lab completion)
5. Possess a valid Georgia Class F Driver's License;
6. No disciplinary actions (excluding written counseling or reprimand) that resulted in 2 or more suspension days without pay within the previous 12 months or sustained discipline that resulted in a suspension of 5 or more days without pay or a demotion within the previous 12 months.  If you receive such discipline after the eligibility list is established, you will not be eligible for promotion.
7. Performance Management Plan (PMP) scores for the past two PMP cycles must be 3.0 or higher for 2023 / and Core Employee or higher for 2024.
Eligible candidates desiring to compete for placement on the Fire Sergeant Eligibility List will be required to submit a fully completed online application to the Human Resources Department by the closing date of the online posting . All candidates must attach a resume with his/her application. It is the responsibility of each employee to see that his or her fully completed application is submitted online by the deadline. Be sure to fill out every section on the application form. The resume is not a substitute for fully completing all sections of the application.  Incomplete application forms may be disqualified.
The eligibility list of successful candidates shall expire automatically at the end of one (1) year from the time of its establishment.  However, the Fire and Emergency Services Chief has the option to request that the list be extended for a period not to exceed one (1) additional year.
Promotional Process:
• Pump Test: To be conducted the week of August 19, 2024, at the Fire Training Center .  Candidates must successfully pass the pump test to participate in the next phase of the process.
• Assessment Center Orientation : To be conducted the week of August 26, 2024. Exact date, time, and location to be determined.
• Assessment Center: To be held week of September 9, 2024. (schedule and location to be determined).  Further information will be provided once all applications have been received and qualified.
All qualified applicants must participate and successfully complete the Fire Sergeant Assessment Process to be eligible for promotion.
REPORTS TO: Fire Lieutenant or Fire Captain depending on the job assignment.
FLSA STATUS: Non-exempt
CLASSIFICATION: Personnel System - Requires successful completion of a 12-month evaluation period.
PAY GRADE: FD3
SAFETY SENSITIVE: Yes – Subject to random drug testing per the Athens-Clarke County Drug and Alcohol Ordinance.
Purpose of Job
The purpose of this job when assigned to Emergency Response is to ensure safe transportation of fire department personnel and equipment to and from fire scenes.  Duties and responsibilities include, but are not limited to, safe transportation of fire equipment and personnel, providing for adequate water supplies, maintaining assigned apparatus and equipment, assuming supervisory duties of Fire Lieutenant in his/her absence, and performing additional tasks as assigned.

Must work cooperatively with others.
When requirements include vehicle operation, responsible for the safety, readiness and operation of the vehicle and must abide by ACC's safe driving policy.
Emergency Position
This position is designated as an emergency position that requires your attendance at work under all types of emergency conditions. Some examples of emergencies include inclement weather, utility failure, fire or other forced evacuations or as determined by the Manager. Minimum Training & Experience Required to Perform Essential Job Functions High school diploma or equivalent with four years of fire and rescue experience; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
Must be a certified Firefighter II with Georgia Firefighter Standards and Training or equivalent.
Must be able to meet current requirements set forth by the National Professional Qualification System and the Georgia Firefighter Standards and Training Act.
When assigned to  Emergency Response:
Completion of four years of fire and rescue experience (two years of which must have been consecutive at the rank of Fire Corporal with ACCFES).
Must have successfully completed:
• PICO AND STICO
• ICS 100
• ICS 200
• ICS 700
• Blue Card IC certification (Online Module plus lab completion)
Must possess a minimum of a valid Georgia Class F non-commercial driver's license or higher .
If hired prior to March 30, 2018, EMT certification is preferred. EMT certification is required if hired thereafter.
Must successfully pass a departmental promotional assessment process for this position. Essential Duties, Responsibilities The following duties are normal for this job. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.
When assigned to Emergency Response:
Assumes the duties of the Fire Lieutenant in his/her absence.
Assists in supervising firefighters; counsels firefighters on assigned shift in all aspects of standard operating procedures.
Supervises training exercises for firefighters; participates in physical fitness training.
Serves as station officer for single company fire stations.
Communicates with previous shift officer to gather/exchange information.
Trains Corporals in driving fire vehicles.
Drives and operates fire apparatus at fire scene, i.e. locates water supply, monitors hose/nozzle pressure, calculates friction loss, and establishes fire stream.
Serves as radio base for communications at fire scene.
Cleans, services, and maintains assigned equipment.
Reports condition of apparatus and equipment to supervisor; makes requests for repairs as necessary.
Assists in hydrant plug and line maintenance.
Administers first aid and CPR.
Prepares and maintains written reports for all shift activities.
Completes pre-fire plans.
May serve as a fire ground commander.
Conducts station inspections.
Completes reports, i.e. fire, accident, training and rescue reports; prepares payroll figures.
Oversees private tours at fire station; educates public.
Attends training and supervisory meetings as required.
Performs housekeeping and grounds maintenance duties at station.
Assists in criminal investigations at fire scene.
Responsible for completing job performance evaluations on all subordinates.
Serves as the driver and assistant to the Shift Commander as assigned.

Knowledge of policies, practices, procedures and principles of the County and operations and functions of the Fire Department.
Knowledge of management and human resource principles within emergency services including but not limited to, firefighting and rescue practices and procedures as necessary for the completion of daily responsibilities.

Knowledge of causes of common apparatus accidents including but not limited to effects on vehicle control during liquid surges, braking reactions, load factors, roll over potential, steering reactions, and height/weight limitations.
Knowledge of unit dimensions, turning characteristics, spotter signals, and principles of safe operation.
Knowledge of manufacturer specifications and recommendations related to visual and operational inspections of apparatus equipped with fire pump including water tank, extinguishing agent levels, pumping systems and foam producing appliances.
Knowledge of water supply sources.
Knowledge of departmental hydraulic calculations necessary for establishing and maintaining proper fire stream flow, including but not limited to hand lines, master streams, FDC connections, relay pumping and elevated master streams.
Knowledge of manufacturer specifications and recommendations related to visual and operational inspections of apparatus equipped with aerial devices including but not limited to cable systems, aerial device hydraulic system, slides and rollers, stabilizing systems, safety systems, breathing systems and communication systems.

Supplemental Information (ADA) MINIMUM QUALIFICATIONS OR STANDARDS REQUIRED TO PERFORM ESSENTIAL JOB FUNCTIONS
PHYSICAL REQUIREMENTS: Must be physically able to operate a variety of machinery and equipment including calculators, kitchen equipment, yard service equipment, fire hoses/nozzles, axes, shovels, hand tools, power tools, electric generators, and all types of fire and rescue equipment. Must be able to use body members to work, move or carry objects or materials. This position requires: climbing, balancing, stooping, kneeling, crouching, crawling, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, feeling, talking, hearing, seeing, and repetitive motion. Must be able to exert over one hundred pounds of force occasionally, and/or up to fifty pounds of force frequently. Physical demand requirements are at levels of those for heavy work.

MANUAL DEXTERITY: Requires the ability to handle a variety of items such as calculators, kitchen equipment, yard service equipment, fire hoses/nozzles, axes, shovels, hand tools, power tools, electric generators, and all types of fire and rescue equipment. Must have the ability to use one hand for twisting or turning motion while coordinating other hand with different activities. Must have moderate levels of eye/hand/foot coordination for ensuring safe operation of fire apparatus.
COLOR/VISUAL DISCRIMINATION: Position requires binocular vision with good depth perception and peripheral vision, motion detection, high acuity, and light adaptation, as well as the ability to differentiate between colors and shades of color.
INTERPERSONAL TEMPERAMENT: Requires the ability to deal with people beyond giving and receiving instructions. Must be adaptable to performing under considerable stress when confronted with an emergency and when confined with co-workers for extended periods of time.
