General Definition of Work Performs complex professional work maintaining, upgrading, testing, and designing electrical distribution and transmission substations and traffic signals, troubleshooting engineering problems, working with contractors, and related work as apparent or assigned. Work is performed under the general direction of the Assistant Director of Electric Utility.
Essential Functions • Maintains, upgrades, tests, and designs electrical distribution and transmission substations.
• Meets with consultants and contractors in planning the design of electrical services and systems.
• Designs, engineers, and coordinates the installation and maintenance of traffic signals; responds to and resolves traffic signal issues.
• Designs, purchases, and oversees the maintenance of construction vehicles in the Electric department fleet.
• Maintains and oversees records related to hazardous waste disposal.
• Prepares and submits budget recommendations for equipment and manpower hours related to the work.
• Designs displays, reports, and monitors the Supervisory Control and Data Acquisition (SCADA) system.

Special Requirements Special Requirements:
Valid driver's license in the Commonwealth of Virginia.
Education & Experience:
Bachelor's degree with coursework in electrical engineering, or related field and considerable experience in electric operation design and construction, or equivalent combination of education and experience.
Knowledge, Skills, & Abilities:
Comprehensive knowledge of the theories, principles, practices, and techniques of electrical transmission and distribution system design and operation; thorough knowledge of National Electrical Code and National Electrical Safety Codes; thorough knowledge of materials and methods used in construction of electrical systems; skill in the use of personal computers, associated software packages, hardware, and peripheral equipment; ability to plan, design, and oversee the construction and installation of electrical utility systems and facilities; ability to communicate effectively in oral and written form; ability to establish and maintain effective working relationships with associates and the general public.
Physical Requirements:
This work requires the regular exertion of up to 10 pounds of force, frequent exertion of up to 25 pounds of force and occasional exertion of up to 50 pounds of force; work regularly requires speaking or hearing, using hands to finger, handle or feel and reaching with hands and arms and occasionally requires standing, walking, sitting, climbing or balancing, stooping, kneeling, crouching or crawling, pushing or pulling, lifting and repetitive motions; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, using of measuring devices, assembly or fabrication of parts within arm's length, operating machines, operating motor vehicles or equipment and observing general surroundings and activities; work occasionally requires working near moving mechanical parts, working in high, precarious places, exposure to fumes or airborne particles, exposure to toxic or caustic chemicals, exposure to outdoor weather conditions and exposure to the risk of electrical shock; work is generally in a moderately noisy location (e.g. business office, light traffic).
