Purpose of Job
The purpose of this job is to ensure that the performance obligations of the 800 megahertz radio system are met. The position will assist the Radio Systems Coordinator with managing the activities of the 800 megahertz radio system. Duties and responsibilities include, but not limited to, gathering and analyzing data in support of radio systems performance, managing hardware and software usage, configuring and deploying radio devices, responding to service calls, training users, programming, updating, and tuning radios to maintain user radios; assisting with operating a mobile communications vehicle; and performing additional tasks as assigned.

When requirements include vehicle operation, responsible for the safety, readiness and operation of the vehicle and must abide by ACC’s safe driving policy.
Work Schedule:
The employee will work an average of 40 hours per week. The exact schedule is flexible upon entry into the position, but will regularly occur M-F between the hours of 8:00 AM and 5:00 PM. Some after-hours work is anticipated.
Minimum Training & Experience Required to Perform Essential Job Functions Vocational/Technical diploma in electronics, computer science, management information systems or a related field with two years of related experience; or equivalent experience which provides the requisite knowledge, skills and abilities for this job.
Must possess a valid driver’s license.
Requires possession of or ability to obtain Georgia Criminal Information Center (GCIC) security and awareness certification within 30 days of hire date.
Georgia Criminal Information Center (GCIC) security and awareness certification or the ability to obtain certification within 30 days.
Must pass a background check for working within a Public Safety setting.
Bachelor’s degree in computer science, management information systems, engineering, data analytics preferred.
Active Amateur Radio Operator license (Technician Class or higher) is preferred.
Essential Duties, Responsibilities The following duties are normal for this job. These are not construed as exclusive or all-inclusive. Other duties may be required and assigned.
Updates and analyzes inventory of existing radio systems, as directed; assist Radio Systems Coordinator with analysis of current and future needs; assist with presenting recommendations for the removal of unnecessary towers, antennae, and equipment.
Updates equipment inventory of all 800 MHz systems, assist with lifecycle estimates, budgets and inventory of other non-800 MHz systems, and tracks and monitors usage as directed.
Updates permits and licenses for the systems, as directed, and renews and modifies all, as directed, to accommodate and upgrade/downgrade the system as required.
Modifies standard operating policies and procedures for the system, as directed, and keeps current; updates files, as directed, related to overall operations.
Analyzes condition of equipment for trends regarding malfunctions, end of life, damages, and other factors.
Updates, as directed, service/user agreements with departments and vendors.
Assist the Radio Systems Coordinator with developing a system “how to” document library and maintaining for system upgrades/changes.
Assist the Radio Systems Coordinator with developing and maintaining maintenance programs, agreements, and business records.
Assist the Radio Systems Coordinator with monitoring inter-agency agreements and renews/updates as needed.
Assist the Radio Systems Coordinator with monitoring towers, conducting sight surveys, evaluations of equipment and maintaining compliance with FCC regulations and standards.
Trains voice and data users in the proper operation of portable and mobile data radio equipment for the radio system.
Programs, updates, and tunes radios for use on the 800 MHz system.
Creates radio programming templates, maintains and modifies programming, updates firmware in the radios, and performs tuning for mobile and handheld radios using several computer applications and dedicated equipment.
Prepares and maintains a wide variety of reports, as directed, records and files relating to the radio system operations, maintenance and associated user agreements and indirect billing.
Assist with procurement and distributes additional equipment, assist with maintaining a pool inventory of equipment, and assist with coordinating equipment programming, repair and replacement.
Assist with troubleshooting calls for service, resolving problems; installing equipment, relocating equipment, repairs or initiates repairs for all equipment.
Assist with the training and operation of an Interoperable Mobile Communications Vehicle.
Monitors system use for appropriateness, protocol, as per agreements.
Attends training and maintains knowledge of associated radio technology.
Assist with coordinating use of the radio system with outside agencies.
Performs other related duties as required.
Knowledge, Skills, and Abilities
Knowledge of the policies, procedures, and activities of the Central Services Department as they pertain to the performance of duties relating to the position of Radio Systems Analyst.
Knowledge of the terminology used within the department.
Knowledge of applicable federal/state statutes, local ordinances, departmental policies and procedures, and departmental methods as required in the performance of duties.
Knowledge of or ability to quickly learn current communications technology, Federal Communications Commission regulations related to radio equipment and systems, and modern computerized radios and associated equipment.
Knowledge of basic computer operations and systems.
Ability to assist with developing and administering policies, procedures, plans and activities to monitor and maintain an 800 MHz radio system.
Ability to organize data.
Ability to effectively communicate and interact with management, employees, members of the public and all other groups involved with the activities of the 800 MHz system.
Ability to assemble information and make written reports and documents in a clear, concise, and effective manner.
Ability to comprehend, interpret, and apply regulations, procedures, and related information.

Supplemental Information (ADA) MINIMUM QUALIFICATIONS OR STANDARDS REQUIRE TO PERFORM ESSENTIAL JOB FUNCTIONS
PHYSICAL REQUIREMENTS: Must be physically able to operate a variety of machinery and equipment including a personal computer, calculator, 35mm camera, drafting equipment, office files, desks, etc. Must be able to use body members to work, move or carry objects or materials.  This position requires: walking, standing, bending, stooping, pushing, pulling, lifting, fingering, grasping, feeling, seeing, talking, hearing, and repetitive motions. Must be able to exert up to 50 pounds of force occasionally, and/or up to 20 pounds of force frequently. Physical demand requirements are at levels of those for medium work.

MOTOR COORDINATION: Requires the ability to coordinate hands and eyes accurately in using drafting instruments, radio equipment, and general office equipment. Requires the ability to use the keyboard, lift, bend, push, and pull objects or materials using body parts as the position necessitates.
MANUAL DEXTERITY: Requires the ability to handle a variety of items such as radios, computers, cameras, drafting equipment and office supplies.  Must have the ability to use one hand for twisting or turning motion while coordinating other hand with different activities.  Must have minimal levels of eye/hand/foot coordination.
COLOR DISCRIMINATION: Requires the ability to differentiate between colors and shades of color.
INTERPERSONAL TEMPERAMENT: Requires the ability to deal with people beyond giving and receiving instructions.  Must be adaptable to performing under considerable stress when confronted with an emergency.
