The Rail Safety Administrator is a member of the Safety, Security & Quality Assurance (SSQA) division. SSQA is responsible for ensuring the health and safety of Valley Metro staff, contractors, and riders on the light rail system. Riders of the light rail system consist of citizens and visitors in the cities of Phoenix, Tempe, and Mesa plus the Streetcar that serves downtown Tempe and the Arizona State University campus. The Rail Transit Safety team consists of a Manager, 2 Administrators, and 2 Specialists.

The Rail Safety Administrator is an exempt (salaried) position.

Minimum Qualifications & Requirements Bachelor's Degree in Occupational Safety and Health, Safety Engineering, Risk Control Specialist, or a closely related field, AND three (3) years of progressively responsible professional-level experience related to the area of assignment, OR , an equivalent combination of education and experience sufficient to successfully perform the essential duties listed below may be considered.

Licenses & Certifications:
Valid Arizona Driver's License
TSSP and PTSTCP certifications preferred
The successful candidate must complete the Transit Safety & Security Program (TSSP) and Public Transportation Safety Certification Training Program (PTSCTP) within 3 years of hire.

Compiles safety data and analysis to support safety business intelligence and advises the Manager, Transit Safety to support data-driven decision-making; demonstrates Safety Management System (SMS) principals in Agency performance and activity.
Develops, audits and/or conducts front-line Safety Sensitive Orientation Training in support of the Agency including contractors performing safety-sensitive work.
Provides response to system safety events on a 24-hour basis and based on complexity, leads or reviews system investigations.
Conducts Job Hazard Analyses (JHA) and provides technical direction to work teams and supports Safety Specialist activities to ensure safe work practices and effective mitigations of hazards are performed.
Assists in the design, review, development, preparation, and distribution of safety bulletins, newsletters, and other written materials on emerging safety trends and other safety topics.
Acts as delegate for Manager, Transit Safety in construction project reviews for line and system extensions.
Manages the system safety modifications and prepares final reports in conjunction with the Manager, Transit Safety.
Presents reports to various departments, divisions, and/or Executive Team in response to safety programs and/or investigation outcomes.
Oversees assigned line segments within the system including audits, inspections, and tracking/trending of incidents and hazards with mitigations; line segments assigned by the Manager, Transit Safety may pose higher areas of complexity requiring more data analysis and program development to reduce incident rates and enhance rail safety.
Analyzes more complex rail safety operations and maintenance activities, drafts and finalizes detailed reports, and conducts system hazard analysis for review by the Manager, Transit Safety.
Prepares qualitative and quantitative data analysis in support of the ADOT Risk Based Inspections Program (RBI); collaborates with cross-divisional staff for the purpose of data collection, analysis, and review to support ADOT RBI.
Provides internal oversight of processes described in Agency Documents and Standard Operating Procedures to ensure compliance with the 21 Safety Elements of Map-21, and Transit Asset Management Plan (TAMP).
Provides support to the front-line activities of the Safety Specialists.
Performs other duties of similar nature and level as assigned.

Physical Demands / Work Environment Physical Demands:
