Purpose & Job Related Requirements REPORTS TO: Administrative Officer FLSA STATUS: Non-Exempt CLASSIFICATION: Personnel System - Requires satisfactory completion of a six-month probationary period PAY GRADE: 110 SAFETY SENSITIVE: No Purpose of Job The purpose of this job is to review permit applications and determine permit and applicant eligibility. Duties and responsibilities include, but are not limited to, issuing permits, collecting monies, coordinating inspections, maintaining files and ledgers, and performing additional tasks as assigned. Job Related Requirements Work Schedule: Monday through Friday 10:00 am to 2:00 pm but may adjust slightly May be required to work on religious holidays. Regular and predictable attendance is required. Must work cooperatively with others. When requirements include vehicle operation, responsible for the safety, readiness and operation of the vehicle and must abide by ACC's safe driving policy. Minimum Training & Experience Required to Perform Essential Job Functions High school diploma or equivalent and one year of clerical, secretarial or related experience required; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this position. Vocational/Technical diploma in General Business or Secretarial Science preferred. Essential Duties, Responsibilities The following duties are normal for this job. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned. Issues both manually and by computer approved building, electrical, heating and air conditioning, gas, plumbing, mobile home, building relocation, fireplace/stove, demolition, approved graphics, temporary structure, and pool permits. Prepares and inputs inspection requests into the computer. Calculates permit fees; collects monies and issues permit receipts. Coordinates inspection consultations, inquiries and results between inspectors and contractors, homeowners and/or the general public. Assists in scheduling inspections with contractors and/or homeowners. Provides information to contractors and/or homeowners concerning permit and inspection requirements. Prepares correspondence and invoices as needed. Compiles information in response to open records requests. Establishes and maintains all permit files and plans for each structure through all phases of construction pertaining to building permits. Responds to telephone and walk-in inquiries related to permits, applications, plans review, and other matters. Informs the respective utility companies of approval for gas and electrical meter installation. Prepares monthly reports for inter-departmental, Census Bureau, and public information. Maintains archive files for all building permits issued. Prepares and balances monies and receipts for deposit. Maintains logs for utility connections. Maintains and archives files for graphics, demolition, manufactured home, temporary structure, secured structure, and fireplace/stove permits, and sub-trade permits not requiring a building permit. Collects fees for water/sewer applications; prepares and balances receipts for deposit; processes refunds to water and sewer applicants. Calculates fees required for the installation or construction of water stubs, water meters, sewer stubs, fire hydrant meters, paving cuts and engineering fees for DOT street crossings and impact fees. Maintains and disseminates information concerning water and sewer service applications. Performs other related duties as required. Knowledge, Skills and Abilities Knowledge of the policies, procedures, and activities of the Building Inspections Department as they pertain to the performance of duties relating to the position of Permit Specialist I. Knowledge of the terminology used within the department. Has the ability to communicate effectively with supervisors and other staff members. Knowledge of computer applications and techniques as necessary in the completion of daily assignments. Knowledge of bookkeeping, modern office procedures, government and department policies and procedures and methods as required in the performance of duties. Skill in written and oral communication. Skill in the use and operation of a computer and general office machines. Skill in dealing with the public. Ability to compile, organize, prepare and maintain an assortment of records, reports and information in an effective manner and according to departmental and/or governmental regulations. Ability to use independent judgment in routine and non-routine situations. Ability to perform mathematical calculations. Ability to plan, organize and/or prioritize daily assignments and work activities. Is able to comprehend and apply regulations and procedures of the department. Supplemental Information (ADA) MINIMUM QUALIFICATIONS OR STANDARDS REQUIRED TO PERFORM ESSENTIAL JOB FUNCTIONS PHYSICAL REQUIREMENTS: Must be physically able to operate a variety of machinery and equipment including computer, copier, typewriter, and adding machine. Must be able to use body members to work, move or carry objects or materials. This position requires: walking, bending, stooping, pushing, pulling, lifting, fingering, grasping, feeling, seeing, talking, hearing, and repetitive motions. Must be able to exert up to 10 pounds of force occasionally. Physical demand requirements are at levels of those for sedentary work. DATA CONCEPTION: Requires the ability to compare and or judge the readily observable functional, structural, or compositional characteristics (whether similar to or divergent from obvious standards) of data, people, or things. INTERPERSONAL COMMUNICATION: Requires the ability to hear, speak and/or signal people to convey or exchange information. Includes receiving assignments and/or directions from supervisors. LANGUAGE ABILITY: Requires ability to read a variety of reports, applications, messages, plats, letters and informational documentation, directions, instructions, and methods and procedures. Requires the ability to prepare forms, reports, spreadsheets, cover sheets and letters using prescribed formats and conforming to all rules of punctuation, grammar, diction, and style. Requires the ability to speak to people with poise, voice control, and confidence. INTELLIGENCE: Requires the ability to learn and understand basic principles and techniques; to acquire and be able to expound on knowledge of topics related to primary occupation; and to make independent judgment in the absence of management. VERBAL APTITUDE: Requires the ability to record and deliver information, to explain procedures, and to follow oral and written instructions. Must be able to communicate effectively and efficiently. NUMERICAL APTITUDE: Requires the ability to utilize mathematical formulas; add and subtract totals; multiply and divide. FORM/SPATIAL APTITUDE: Requires the ability to inspect items for proper length, width, and shape, visually with computer, copier, typewriter and adding machine. MOTOR COORDINATION: May require the ability to coordinate hands, fingers, and eyes in using computer, copier, typewriter, and adding machine. Requires the ability to use the keyboard, lift, push, bend and pull objects or materials using body parts as the position necessitates. MANUAL DEXTERITY: Requires the ability to handle a variety of items such as computer, copier, typewriter and adding machine. Must have the ability to use one hand for twisting or turning motion while coordinating other hand with different activities. Must have minimal levels of eye/hand/foot coordination. COLOR DISCRIMINATION: May require the ability to differentiate between colors and shades of color. INTERPERSONAL TEMPERAMENT: Requires the ability to deal with people beyond giving and receiving instructions. Must be adaptable to performing under minimum stress when confronted with an emergency. PHYSICAL COMMUNICATION: Requires the ability to talk and/or hear: (Talking - expressing or exchanging ideas by means of spoken words). (Hearing - perceiving nature of sounds by ear).
