Position Summary Appraiser II Position Summary :
Under the direction of the County Assessor, the Accredited Appraiser II is an experienced appraiser responsible for performing the full range of duties and responsibilities associated with appraisal process and in accordance with MN statutes and acceptable appraisal and assessment standards and practices. Positions assigned to this level can perform appraisals of all types of property as assigned by the Assessor; can provide assistance in the conduct and research or sales ratio studies; provide recommendations concerning department operational procedures; provide training, monitoring, assistance and review of less experienced appraisal personnel and staff; and providing assistance in the updating of the CAMA system and in hearing and addressing concerns, complaints of the public regarding valuations.
Appraiser III Position Summary :
Under the direction of the County Assessor, Accredited Assessor SAMA assists with making decisions regarding valuing and classifying property for assessment purposes. The employee is assigned certain assessment jurisdictions including both previously appraised properties and new construction. Commercial/industrial and apartment assessments are also assigned. Expectations include planning and organizing the workload to complete assessments within set deadlines with organizational and advisory assistance from the Assessor. This individual will be expected to significantly contribute to defending his/her own valuations at tax meetings and at the counter and assist in other appraiser’s jurisdictions as necessary. Occasionally may participate in tax court appeal situations.
Essential Duties and Responsibilities • View all property in quintile – up to 800 parcels per year – residential, agricultural, commercial/industrial and multi-family, agricultural and exempt properties
• Study and analyze sales information to determine with the County Assessor the assessment plans for the following year.
• Review time trend data from the Department of Revenue to determine if appropriate. It not appropriate, work with the County Assessor and the PTCO for the county on an appeal.
• View, measure and grade new construction - residential, agricultural, commercial/industrial and multi-family, agricultural and exempt properties.
• Verify homestead status.
• Value and classify property for ad valorem tax purposes.
• Attend Local Boards of Review.
• Oral communication with taxpayers and process all applicable correspondence.
• Perform special appraisals for disputed properties, generally for Board of Review.
• Process property splits, combinations and new plats.
• Conduct the assessment of mobile homes countywide.
• Complete perimeter maps and township average report for Dept of Revenue and adjoining counties.
• Maintain good public relations with county staff, taxpayers, and business professionals.
• Thorough knowledge of the Minnesota property tax laws and assessment programs.
• Maintain appropriate level of education for licensure.
• Maintain the knowledge and utilization of the CAMA and GIS Systems.
• Work closely with local assessors on new construction and changes in township values annually.
• Answer questions and discuss issues with property owners.
• Hear, evaluate and address the concerns, issues and/or complaints from taxpayers regarding valuations. Review private appraisals presented by the public. Assist the public by calculating property tax estimates. Explain appraisal procedures and property tax laws.
• Other duties as assigned or apparent.
Qualifications Education:
Appraiser II :
• Associate degree in real estate, statistical analysis or business; and
• 4-years related experience.
OR
• Equal or equivalent combination of education/training/experience.
Appraiser III :
• Associate degree in real estate, statistical analysis or business; and
• 6-years related experience.
OR
• Equal or equivalent combination of education/training/experience.
Requirements :
Appraiser II & III:
• Continued education requirements: 60 CEH’s to include Ethics and PACE course every 4 years.
• Must have background in computer use, MS Word, Excel, and GIS etc.
• Good interpersonal communications and public relations skills.
• Ability to work under heavy workload and meet statutory deadlines with accuracy and strict attention to detail.
• Be physically able to perform quintile and view sales within district.
• Ability to withstand criticism while maintaining a professional attitude.
• Must have valid driver’s license, current insurance and reliable transportation.
• Ongoing training to stay current with changing statutes, technology and attend regional workshops.
Appraiser II :
• Must maintain licensure as an Accredited Minnesota Assessor and may work towards SAMA Certified Minnesota Assessor.
Appraiser III: • Must maintain licensure as a Senior Accredited Minnesota Assessor (SAMA).
• Complete regional MAAO courses and certifications.
Knowledge, Skills and Abilities • Extensive knowledge and skill in clerical and accounting functions, Microsoft Office Suite, and computer database operation.
• General understanding of the appraisal and assessment process.
• Knowledge of building construction and materials.
• Extensive knowledge of the assessment and tax processes, cycles and related deadlines.
• Excellent customer service and office etiquette.
• Knowledge of general office procedures and county administrative guidelines and procedures that apply to general office administrative duties.
• Knowledge and fundamental understanding of legal descriptions.
• Following written and oral instruction and completing tasks in a timely manner.
• Attention to detail, precision and accuracy in the performance of job assignments and duties.
• Ability to read and dissect legal descriptions and determine property boundaries.
• Ability to interpret and utilize principles, practices, and methods of computers and assessment    related software applications, especially mapping, Computer Aided Mass Appraisal (CAMA)  systems and tax software.
• Ability to interpret and utilize principles, practices, and methods of the appraisal process.
• Ability to interpret and utilize principles, practices, and methods of the Minnesota real estate tax system.
• Application and interpretation of laws and regulations governing the assessment of property.
• Knowledge of GIS, legal descriptions, survey sketches, drawings and blueprints.
• Establishing and maintaining effective working relationships with department personnel, other County employees, taxpayers, and the general public.
• Apply judgment and discretion in dealing appropriately with members of the public and clients in accordance with department routines and within the authority of the position and a customer service orientation.
• Apply and maintain specialized software and application programs within the department (e.g., CAMA, tax system, mapping applications, etc.).
• Ability to read and dissect legal descriptions and determine property boundaries.
• Ability to evaluate property and provide sound judgment in the determination and equalization of property values across the entire County and between neighboring counties.
• Experience preparing and presenting numerical and narrative reports, abstracts, or other documents.
• Ability to interpret a variety of instructions furnished in written or oral forms.
• Excellent oral and written communication skills.
• Excellent mathematical/ computation skills.
• Extensive knowledge of real estate law and local government procedures.
• Ability to establish and maintain effective working relationships with others.
• Ability to work under limited supervision with general autonomy in determining how objectives are achieved.Ability to work under heavy workload and deadlines with accuracy.
The Appraiser II position is a Grade 9 with an entry hourly wage range of $29.54 to $33.12, DOQ.  The position has a full earning potential of up to $41.63/hr, DOQ.
The Appraiser III position is a Grade 10 with an entry hourly wage range of $31.02 to $34.78, DOQ.  The position has a full earning potential of up to $43.71/hr, DOQ.
