Position Summary Responsible to effectively supervise the License Bureau. This includes the collection of State taxes and fees for Brown County for Motor Vehicle License, Game and Fish, Driver’s License, Boat and Snowmobile, All Terrain Vehicles and various other state and county licenses and permits. Responsible for all accounting, banking, budgeting, staffing, and training in the License Bureau and to ensure clients receive prompt, courteous, and efficient services.
Essential Duties and Responsibilities Responsible for management of License Bureau functions:
• Determines daily workload.
• Oversees and performs preparation, evaluation and processing of applications for various licenses, title transfers, registrations, and filings to produce current and accurate motor vehicle records.
• Oversees and performs processing of applications for driver’s license permits and ID’s, alerting the Evaluators of possible dangerous drivers.
• Oversees processing and issuance of game and fish licenses and Department of Natural Resources (DNR) titles and registrations.
• Processes and issues a variety of county licenses and permits.
• Performs and manages collection of Property Tax.
• Prepares and submits reports and audits.
• Prepares and delivers daily bank deposits.
• Prepares, monitors and implements department budget.
Staff Supervision:
• Manages and directs the staff and work activities of the department in alignment with the vision and direction of the County.
• Promotes teamwork and cooperation.
• Serves as a positive role model of successful performance and ethical conduct.
• Continual communication with Department Head, county departments, county and state staff and outside vendors.
• Manages, monitors and documents the work performance of assigned personnel on a timely and continual basis, conducts effective coaching, reviews performance, and takes corrective action whenever necessary.
• Delegates responsibility and authority.
• Enforces all safety rules, regulations and procedures. Provides training as necessary.
• Conducts or oversees training for current and new employees to ensure established procedures are clearly understood and followed.
• Responsible for scheduling work assignments, tracking, and approving hours of work.
General office management:
• Performs customer service by responding to public inquiries and requests for information.
• Communicates and coordinates with dealers.
• Enters pertinent data into computer databases accurately.
• Oversees maintenance of office filing and records systems.
• Maintains inventory of state forms, licenses and supplies.
• Performs audits of cash on hand.
Other duties:
• Attends trainings and maintains knowledge of DVS and DNR procedures, laws and regulations.
• Keeps updated on all office procedures, State and Federal laws and regulations.
• Attends meetings and training.
• Other duties as assigned or apparent.
Qualifications • Associate Degree in Accounting/Business courses.
OR
• High School Graduate /GED equivalent plus four years' experience in an accounting/business setting to include at least two years supervisory experience.
OR • Equivalent combination of education/training/experience.
Requirements:
• Must possess a valid driver’s license and be able to drive in the state of Minnesota.
• Possess or ability to obtain Title Clerk Certification.
Knowledge, Skills and Abilities • Knowledge and skill in clerical and accounting functions, Microsoft Office Suite, and computer database operation.
• Ability to interpret a variety of instructions furnished in written or oral forms.
• Ability to understand, interpret and implement motor vehicle directives and regulations and make decisions regarding validity of certain papers presented.
• Ability to understand and explain instructions, policies, statutes, rules, procedures and systems to the general public.
• Excellent oral and written communication skills.
• Ability to establish and maintain effective working relationships with others.
• Ability to use considerable analytical ability to select, evaluate and interpret data from several sources; interpretation of guidelines, policies and procedures is required.
Position is a Grade 7 with an entry level hourly wage range of $26.80 to $30.05, DOQ.
