DESCRIPTION Under the general supervision of the Deputy Director – Property/Land, this position supports the mission of the Property and Environmental Resources Department by providing quality and efficient services to the public. The Waste Management Planner is responsible to perform a wide variety of duties and activities related to the county’s waste and recycling programs. This position develops and executes waste and recycling policies, maintains the Solid Waste Management Plan, and monitors waste management practices and evaluates their possible application within the County to improve waste and recycling management. This position also oversees the County’s recycling programs, develops special waste recycling and abatement programs, develops educational programs and materials, and coordinates the recycling education committee. DUTIES / RESPONSIBILITIES Executes the Waste and Recycling Division’s planning and policy development functions. Obtains and reviews documents and information. Researches identified improvement areas, analyzes plans, and makes recommendations and implements courses of action. Develops projects and models and identifies potential partnerships. Monitors waste and recycling trends to keep current on waste management practices and evaluate their possible applications in Blue Earth County. Prepares data and analysis to encourage efficient use of resources to improve solid waste management. Prepares and submits plans, reports, and recommendations on the development of new policies and services or the modification of existing policies and services. Assists in developing and implementing priorities, work activities, projects, and project schedules that further objectives and policies for waste management including recycling, composting, and waste abatement. Manages the County’s recycling plan and recycling programs, including contracts and services. Follows commodities markets. Participates in state and regional committees, functions as liaison, and coordinates meetings. Coordinates the recycling education committee, recruits, and retains committee members, and facilitates activities. Maintains the Blue Earth County Solid Waste Management Plan (SWMP). Works with staff, affected parties, and citizens to maintain the plan as needed. Provides technical assistance to public entities and other parties and assists them to maintain compliance with the SWMP and other rules and ordinances. Administers codes and ordinances. Conducts investigations and addresses complaints to determine compliance with requirements, ordinances, regulations, and licenses. Performs onsite inspections of property, documents violations, determines corrective measures, outlines timetable for compliance, and performs follow-up investigations to ensure compliance. Develops waste abatement and recycling programs. Develops and supports programs for recycling or proper disposal of special waste items such as waste electronics, pharmaceuticals, sharps, and hazardous or problem wastes. Implements programs or seeks options for alternatives. Develops educational and informational programs and materials. Builds collaborations with organizations and individuals and evaluates program effectiveness. Provides educational materials and presentations to the public, schools, or community groups as directed. Provides social media content and maintains website information. Responds to requests for information and assists with request for proposals. Represents Blue Earth County in statewide policy organizations. Attends meetings of various local and statewide policy organizations related to solid waste management activities, as assigned. Represents the interests of the County at these meetings. Promotes a diverse, culturally competent, and respectful workplace. Interacts positively with internal and external customers. Communicates and interacts effectively and respectfully with employees, supervisors, individuals from other organizations, and customers. Performs the physical and mental demands of the position. Attends work during regularly scheduled hours. ADDITIONAL FUNCTIONS: Assists in the operation of the Household Hazardous Waste (HHW) Facility, including management, processing, and the product reuse area. Assists the public during scheduled collections. Oversees and coordinates HHW public collections as needed. Participates in professional staff development. Participates in training and education opportunities to maintain and improve proficiency. Attends and participates in professional organizations. Associates with agents and departments from other counties and states to learn about and maintain professionalism. Performs other related functions as apparent or assigned. QUALIFICATIONS MINIMUM QUALIFICATIONS Bachelor's degree in planning, public administration, biological, chemical, or physical sciences, urban studies, environmental health, or related field AND Experience using computers OR A combination of progressively responsible experience and education in a related field PREFERRED QUALIFICATIONS: Master's degree in planning, public administration, biological, chemical, or physical sciences, urban studies, environmental health, or related field. Experience working with State and Federal environmental agencies, and knowledge of State and Federal environmental rules and regulations. Specific experience with solid waste, recycling, or hazardous waste activities and safety procedures. Experience utilizing proven technical/environmental skills and scientific principles. CONDITIONS OF EMPLOYMENT: Must successfully pass a background check. Must comply with all federal and state laws and organizational and departmental policies and regulations. Must comply with data practices policies and standards relative to not public data. Any access to not public data should be strictly limited to accessing the data that are necessary to fulfill the employment responsibility. While data are being accessed, incumbent should take reasonable measures to ensure the not public data are not accessed by individuals without a work reason. Once the work reason to access the data is reasonably finished the not public data must be properly stored according to county policy and the Minnesota Statutes. Must possess a valid driver’s license and the ability to drive within the State of Minnesota. HOURS OF WORK Monday through Friday from 8:00 a.m. to 5:00 p.m. Additional, evening, and Saturday hours may be required. Hours of work are structured to meet the needs of the public served.
Salary: $68,452.80 - $95,929.60 a year
