Overview: Works under the direction of the Education District Executive Director and ECSE Coordinator Assists the Business Manager and Accountant with all aspects of Federal and State funding and allocations, and financial operation of the River Bend Education District. District MARSS Coordinator responsibilities. BASIC RESPONSIBILITIES: 1. MARSS MARSS Coordinator for River Bend Education District. MARSS Reporting - Implements student data procedures for MARSS reporting for the Education District. Coordinates data procedures for MARSS reporting with River Bend Education District Programs Coordinator, Secretary, Lead Teachers and Teaching Staff. Responsible for MARSS submissions and reporting to Minnesota Department of Education within timely manner and by reporting deadlines. Oversee the transition from MARSS to Ed-FI. Communicate with internal and external parties to resolve discrepancies. Verify nonresident students receiving special education services for notification and billing to resident district. Prepare and tracking of tuition acknowledgements for special education nonresident students attending River Bend Education District Programs. Work with other districts to resolve residency discrepancies. Tracking students attending district programs to report transition time back to resident districts for reporting purposes. Assist member districts with developing transition invoices at year-end. Works with Minnesota Department of Education and Region V in the reporting process. Attend state-level meetings in order to maintain awareness of MARSS procedures. Knowledge of Infinite Campus and Sped forms programs a plus. Position will also be responsible for providing back up for a number of business office functions, which may include receptionist backup, Accounts Receivable back up. Perform other related duties within the scope of the position as assigned or requested to contribute to the efficient operation of the Education District. Maintains ECSE MARSS records, including entering enrollment and processing attendance reports into Campus. 2. River Bend General Support Responsibilities Ordering for the Education District - create Purchase Orders and supporting staff in getting materials as needed. Communicate with vendors and employees to resolve problems that arise Take mail between buildings and deliver packages Monitor the fleet for service needs, oil changes, and mileage logs. ECSE support Role Responsibilities Help Me Grow - central intake person for HMG referrals and maintain records Region 9 - IEIC duties Uploading files into Sped / learner files for Part C staff QUALIFICATIONS: 1) Associates or Bachelor of Science degree in Accounting or Business Administration 2) 3 years of experience in general accounting and or MN School District experience preferred in Accounting, Finance, Accounts Payable and/or Accounts Receivable or combination of education and experience. 3) Fundamentals and general concepts of accounting, bookkeeping functions and district operations as they pertain to accounts receivable, accounts payable and the general ledger. 4) Extreme attention to detail is required especially when entering data. 5) Knowledge of basic record retention, record/file/database maintenance requirements. 6) Basic understanding of data privacy requirements, provisions as it impacts the processing and reconciling of accounting and financial records. 7) Good oral and written communications. 8) Highly skilled in dealing with financial and numeric data. 9) Performing work assignments requiring attention to detail, precision and accuracy and in accordance with set deadlines under minimal direction and supervision 10) Strong problem solving and analytical skills 11) Ability to function well in a team oriented environment. 12) Establishing and maintaining effective working relationships with employees, supervisors, department heads, and community members. 13)Customer service and human relation skills in assisting, dealing with and applying proper phone etiquette and informational assistance in dealing with employees, agencies, the public and department staff. 14) Ability to maintain a positive, courteous working relationship with staff 15) Ability to maintain a high level of confidentiality. 16) Ability to lift and carry files, equipment or other necessary job-related items weighing up to 30 pounds. 17) Ability to transport self among member districts and to regional meetings as necessary. Position is 220 days per year. 8 hours per day.
