General Description Under the general direction of the City Engineer, to perform intermediate skilled administrative and technical work related to stormwater management and enforcement of the City’s stormwater program.

Essential Functions of the Job / Knowledge, Skills and Abilities ESSENTIAL FUNCTIONS OF THE JOB
• Ensures compliance with all MS4 regulations, including inspections, organization, documentation, and completing all required reports.
• Responds to complaints from community members related to illicit discharges, spills, and drainage issues.
• Schedules and performs inspections, including construction site, temporary erosion and sediment control, outfalls, illicit discharge, and stormwater management systems.
• Oversees the public and City staff education and participation requirements of the MS4 Permit.
• Oversees the reviewing and processing of City Stormwater Permits.
• Manages and updates the Storm Sewer infrastructure in the GIS database.
• Develops operational procedures for maintenance and repair of stormwater infrastructure.
• Assists with drafting and development of Stormwater Pollution Prevention Plans.
• Assists with inspections of Engineering Department Construction Projects.
• Assists with the preparation and sending of public notices.
• Adhere to all work rules, policies, and safety regulations.
• Perform other related functions as assigned.

KNOWLEDGE, SKILLS AND ABILITIES (KSA’s)
• Thorough knowledge of the concepts of project management, analytical and systematic approach to implementation, time management, scheduling, and prioritizing procedures.
• Thorough knowledge of computer software including Office, databases, ArcGIS, and AutoCAD.
• Thorough knowledge of stormwater management systems and best management practices.
• Knowledge of applicable Federal, State, and Local laws and regulations related to stormwater management.
• Working knowledge of the hazards and safety precautions common to municipal maintenance and repair activities.
• Considerable knowledge of construction principles, practices, and methods applicable to a municipal setting regarding erosion and sediment control and stormwater runoff.
• Ability to interpret construction grading, utility, and stormwater pollution prevention plans.
• Ability to deal effectively with the public, citizens, fellow employees, and others with courtesy and discretion.
• Ability to perform construction field inspections.
• Ability to communicate effectively both orally and in writing.
Education and Experience EDUCATION AND EXPERIENCE
• Must possess a high school diploma or equivalent.
• Associate degree in Civil Engineering, Civil Engineering Technology, Natural Resources, Environmental Sciences, or related field; 2 years of related experience; or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job.
• Training in stormwater management and/or collection systems.
• Coursework or training in the use of AutoCAD and ArcGIS.
• Certification or ability to obtain certification in Design of Construction SWPPP and Construction Site Management through the MPCA and University of Minnesota.
• Valid driver’s license.
Physical Requirements This work requires the frequent exertion of up to 25 pounds and occasional exertion of up to 100 pounds of force. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.
While performing the duties of this job, the employee is frequently required to talk, sit, and talk or hear. The employee is occasionally required to use hands to handle, feel or operate objects, tools, or controls, and reach with hands and arms.  The employee is occasionally required to climb or balance, stoop, kneel, crouch, or crawl.
