Salem, Virginia, located in the Roanoke Valley, between the Allegheny Mountains to the west and Blue Ridge Mountains to the east, and along the Roanoke River, is a vibrant, family-centered city with all the beauty and grandeur that nature can bestow.
Essential Functions Plans, organizes, administers, coordinates, and directs, through appropriate police personnel, all City police functions including patrol, investigation, police communications, administrative services, animal control, and animal shelter activities and staff.
Promotes positive community relationships, building trust with our citizens through engagement, transparency, open communication, and partnerships.
Develops annual budget proposal and monitors and controls budgeted expenditures;
Attends meetings and serves on local and regional committees, boards, and agencies related to promoting crime prevention, improving law enforcement, and enhancing public safety in general.
Establishes relationships and liaisons with other law enforcement agencies at the region, state, and national level.
Develops and directs the implementation of goals and objectives, policies, procedures, and work standards for the department.
Develops employment standards; recruits, selects, and recommends new hires; develops and oversees training plans and standards; rewards, disciplines, coaches, counsels, and evaluates staff performance.
Serves as a member of senior management on committees on behalf of the City's planning efforts and addressing City-wide policy and management issues.
Establishes, implements, monitors, and updates department priorities, polices, general orders, rules, and regulations.
Prepares and reviews operational and administrative reports.
Oversees the maintenance of all records and materials associated with law enforcement activities or administration.
Manages agency equipment and supplies, orders necessary materials, ensures scheduled maintenance and repairs are completed.
Makes periodic public addresses concerning police operations and law enforcement.
Continues to maintain accreditation status of the Department.
Performs other duties as assigned.

Special Requirements Knowledge, Skills and Abilities
Comprehensive knowledge of the laws, rules, and regulations relating to the administration of criminal justice and law enforcement; comprehensive knowledge of scientific methods of crime detection, criminal identification, and radio communication; comprehensive knowledge of controlling laws and ordinances; thorough knowledge of the geography of the City; skill in the use of firearms and the operation of a motor vehicle; demonstrated ability to lead and direct the activities of police officers; ability to maintain cooperative relationships with other City officials and with the general public; ability to evaluate the effectiveness of the police operation and to institute improvements; ability to prepare and review reports; ability to establish and maintain effective working relationships with other City officials, associates and the general public.
Education and Experience
Bachelor's degree in criminal justice, business public administration ore related field, and extensive policing experience, including five (5) to ten (10) years at the commander/management level. A master’s degree is preferred and/or continuing professional education in a law enforcement program such as the FBI Academy, the Southern Police Institute or similar program.
Physical Requirements
This work requires the regular exertion of up to 10 pounds of force, frequent exertion of up to 25 pounds of force and occasional exertion of up to 50 pounds of force; work regularly requires speaking or hearing and using hands to finger, handle or feel, frequently requires standing and occasionally requires walking, sitting, reaching with hands and arms, pushing or pulling, lifting and repetitive motions; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word and conveying detailed or important instructions to others accurately, loudly or quickly; hearing is required to perceive information at normal spoken word levels and to receive detailed information through oral communications and/or to make fine distinctions in sound; work requires preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, using of measuring devices, operating motor vehicles or equipment and observing general surroundings and activities; work has no exposure to environmental conditions; work is generally in a moderately noisy location (e.g. business office, light traffic).
Special Requirements
Must be a City resident or secure residence within the City limits within 12 months of employment.
Must meet and maintain all department, State, and Federal training and education requirements for position including certification requirements by the Virginia Department of Criminal Justice or if out of state, must obtain in 6 months.
Must possess or obtain a valid driver's license in the Commonwealth of Virginia.
