Duties: Full-time position Exercise delegated operational control through the execution of flight release, flight following/locating, and flight arrival functions in accordance with the Flight Program Operations General Manual and General Operations Manual NOTAM information. Apply operating or performance limitations to the flight release, as necessary considering deferred maintenance items; Prior to the release of each aircraft, obtaining, verifying, and providing the Pilot in Command (PIC) with the weather reports and forecasts, airport condition reports, and Notices to Airmen (NOTAM) applicable to the planned flight; Prepare flight plans containing information such as maximum allowable takeoff and landing weights, weather reports and forecasts, airport conditions, NOTAMs, and other informational components required for safe completion of flight; Prepare flight plans containing information such as maximum allowable takeoff and landing weights, weather reports and forecasts, airport conditions, NOTAMs, and other informational components required for safe completion of flight; Monitor progress of each flight to provide applicable updates to the PIC of departure, en route, destination, and alternate weather, airport conditions and NOTAMs which may impact flight safety or mission accomplishment; Maintain awareness of reported and forecasted weather conditions for departure, arrival, and alternate airports to include route to be flown; Monitor, interpreting, and providing real-time communications of NOTAMs; and Support missions in execution by providing flight crew assistance when requested. Provide the on-coming OCC Watch Officer/DOS a shift change debrief of previous shift activity and expected activity during next shift; Analyze and interpret flight inspection itineraries, taskings, and daily flight logs; Support a 24/7/365 operations-center type support to Flight Program Operations, the Joint Air Traffic Operations Center (JATOC) Air Watch Officer, and the Air Traffic Control System Control Center (ATCSCC) National Operations Manager; Represent Flight Program Operations interests by acting as a liaison between Flight Program Operations, JATOC, and the ATCSCC; Execute normal, abnormal, and emergency checklists in response to National Airspace System incidents Participate in Testing, Training, and Exercises (TTE) hosted by the JATOC or Flight Program Operations; Gather and present Flight Program Operations metrics in the required formats; Report hazards, potential hazards, and safety concerns to the manager or through the Flight Program Operations safety reporting system; and Use applications such as Microsoft Office products, Adobe, geospatial applications, flight planning applications to manage files, emails, and official documentation Provide instruction and the on-the-job training to enable new-hire OCC Watch Officers/DOS to perform duties in accordance with the Flight Program Operations General Manual and General Operations Manual; Perform flight planning, flight release, flight following/locating, and flight arrival functions in support of international flights; and Analyze and resolve conflicts within the flight release, such as crew qualifications, crew rest, and aircraft airworthiness prior to the release of each aircraft Education Required: High school diploma or equivalent Minimum Experience required: Six (6) years relevant experience in any combination of the following: as aircraft dispatcher exercising delegated operational control IAW 14 CFR 121.533, 121.537, or 135.77 , OR Pilot-in-command – Part 121, OR Pilot-in-command – Part 135 in large airplanes with an operator that utilized a flight dispatch/release system, OR FAA Aviation Safety inspector - Dispatch Two (2) years’ experience performing program office support to include documentation, records management, Microsoft Office (e.g., Excel, Word, PowerPoint), Adobe, and database management systems Effective communication skills Detail oriented, analytical and inquisitive Strong organizational and time-management skills KeyBridge Technologies, Inc., is an EEO/AA employer.
