About the College/Unit/Department
The Owens Institute for Behavioral Research ( OIBR ) is a service unit within the Office of Research. Our primary impact lies in the fact we catalyze high-impact interdisciplinary social and behavioral science research. OIBR facilitates management of external funding in the social and behavioral sciences at the University of Georgia. The Institute provides faculty mentoring, research administration services (both pre- and post-award), and interdisciplinary networking opportunities, as well as advocates for social and behavioral science research.

Minimum Qualifications

Position Summary
The position will be responsible for the post award activities of the entire OIBR post-award team including workflow management, training, and supervision. This individual schedules and leads monthly post-award meetings, and works with the Assistant Director to provide staff feedback, implement policy and procedure changes. The incumbent conducts HR management for the unit and provides training and/or guidance to faculty and staff regarding HR policies and procedures. The incumbent consults with the OIBR management team and meets with the Director, Associate Director, and Assistant Director as needed to provide post-award expertise as new initiatives and process improvements are discussed and implemented. The incumbent is required to give presentations to OIBR Grant Development Program Participants and other affiliated faculty on research account post-award best practices. The incumbent provides training to individuals in units across campus in post-award best practices and procedures, as well as training on university systems and reporting tools. The individual in this position will work closely with the Assistant Director to oversee OIBR operating budget and the OIBR Foundation account, oversee annual budget development, and prepare monthly financial reports.

• Considerable knowledge of the principles, concepts, and procedures of business administration, and skill in applying accounting and financial management principles.
• Extensive knowledge of university, state and federal policies concerning financial and personnel matters.
• Thorough knowledge of UGA financial and Human Resources systems, and proficiency in Microsoft Office and other business information systems and software.
• Ability to work independently on complex issues related to day-to-day operations of restricted accounts.
• Ability to produce and maintain reports and records.
• Ability to coordinate workflow of a team.
• Ability to communicate effectively with audiences from a wide range of professional and academic experiences.

Human Resources Management:
• HR Management of not only our small administrative unit but primary HR contact for all hires on 45+ sponsored research projects managed by our office.
• OIBR manages a number of projects with faculty and students housed in more than one college and across numerous departments.
• Serves as manager for employment administration functions including posting positions, and reviewing/editing and approving position evaluations.
• Will train or advise Principal Investigators or other OIBR staff as needed regarding UGA HR position management and classification policies and procedures.

Duties/Responsibilities
Financial and Post Award Management:
• Has a project caseload in addition to providing financial and executional oversight for all other post-award staff caseloads. This includes financial oversight of externally-funded grants, internally-funded seed grants and pilot funded projects for our Grant Development Program participants.
• Post-award duties include reviewing and approving grant expenditures, checking for compliance; providing reports to faculty; preparing ad-hoc reports for PIs as needed.
• Works directly with Principal Investigators in short and long-term planning of fiscal, personnel, and other activities of their grant funding by providing trends in personnel, budget activity and projections.
• Works with SPA post-award staff regarding budget amendments, reports, and final invoices.
• Works closely with the Institute Director and Assistant Director to oversee operating budgets and the Foundation account, oversee annual budget development, and prepare monthly financial reports.

• Supervises the post-award team, establishes and revises work methods and procedures, provides and recommends training, delegates, monitors and evaluates work and provides on-going mentoring support.
• Serves as a resource for processing transactions in OneUSG Connect and the Financial Management System.
• Ensure all OIBR financial and HR Dept ID transactions are processed appropriately for month end.
