GENERAL DESCRIPTION Performs difficult professional and administrative work assisting in directing the Real Estate Valuation Department. Assists and/or acts for the Director of Real Estate Valuation by completing special projects and difficult assignments in such areas as: planning, organizing, and reviewing the valuation of real property in the county. Supervises and conducts appraisals of commercial properties.  Supervision is exercised over other staff members. Responsible for the operation of the department in the absence of the Director of Real Estate Valuation. Performs other duties as assigned and commercial experience preferred.
ESSENTIAL JOB FUNCTIONS • Plans, organizes , supervises, and reviews assigned field appraisals , and answers inquiries of subordinate Appraisers .
• Insures the proper application of appraisal methods and techniques as set forth by the Director of Real Estate Valuation .
• Inspects property and interviews persons fami l iar with property .
• Keeps abreast of l ocal property trends and modern appraisal methods and techniques.
• Answers inquiries from the public concerning appraisals and real estate taxes.
• Assists the Director of Real Estate Valuation during real estate tax hearings and conducts reappraisals of properties in question.
• Review complaints regarding property assessment.
• Responsible for the operation of the department in the absence of the director.
• Provides a leadership role in development of base rate procedures for all use models.
• Serves as the primary contact for addressing appraisal staff questions.
• Establishes and maintains department procedure manual, including business practices, code of conduct, and appraisal procedures.
• Assists the Director of Real Estate Valuation in new hire process.
• Trains and mentors new Appraisers.
• Liaison with Communications and Information Technology Department regarding appraisal software and issues.
• In addition, the Assistant Director is responsible for assessing a defined area with the following duties; maintains current listings, provides information and explanation of appraisal practices for public hearings and formal appeals to the Board of Equalization, and processes building permits.
REQUIREMENTS/PREFERENCES Education
Required : Bachelor's degree from an accredited college or university in a related field or equivalent combination of experience and appraisal education.
Experience
Required : Considerable experience in real estate appraisals including some supervisory experience.
Certifications/
Licenses
Required : Valid Virginia Certified or Licensed Real Estate Appraiser License. Valid Virginia driver’s license with good driving record designation.
Knowledge, Skills and Abilities
• Thorough knowledge of the principles , methods, and techniques of appraising real property .
• Thorough knowledge of the laws and ordinances governing the appraisal of real property.
• A bility to analyze factors affecting property values and to use sound judgment in determining property values.
• D emonstrate the ability to organize and supervise the work of others.
• Ability to develop and express ideas effectively in oral and written form.
• Ability to establish and maintain effective working relationships with subordinates and the public.
