Purpose of Job
The purpose of this job is to manage the operations of the assigned division of the Sheriff's Office.  Duties and responsibilities include, but are not limited to, directing the daily operations of the division; supervising, training and evaluating assigned staff; formulating departmental policies and procedures; assisting in the development of departmental goals; researching, interpreting, and applying laws; developing and implementing programs and projects; developing and monitoring the division's budget; and performing related duties as assigned.
Job Related Requirements
Work schedule: 8:00 am to 5:00 pm Monday thru Friday, with occasional nights and weekends. May be required to work on religious holidays.
Regular and predictable attendance is required.
Must work cooperatively with others.
When requirements include vehicle operation, responsible for the safety, readiness and operation of the vehicle and must abide by ACC's safe driving policy.
Emergency Position
This position is designated as an emergency position that requires your attendance at work under all types of emergency conditions. Some examples of emergencies include inclement weather, utility failure, fire or other forced evacuations or as determined by the Manager.
Minimum Training & Experience Required to Perform Essential Job Functions Bachelor's degree in Criminal Justice, Public Administration or related discipline with six years of law enforcement or related experience required; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
Must possess current POST certification as set forth in the Georgia Mandate Law Enforcement Training Act/Peace Officer's Standards and Training Act.
Requires ability to meet and maintain current certification requirements set forth in the Georgia Mandate Law Enforcement Training Act/Peace Officer's Standards and Training Act.
Four years of supervisory experience is required.
Must possess a valid driver's license.
Essential Duties, Responsibilities The following duties are normal for this job.  These are not to be construed as exclusive or all-inclusive.  Other duties may be required and assigned.
Directs the daily operations of the assigned division to ensure directives of Sheriff are carried out and departmental policies and procedures are followed.
Supervises, trains, and evaluates assigned staff; handles all employee concerns; directs and reviews work assignments; counsels and disciplines employees when necessary; and completes employee performance appraisals.
Recommends and assists in the formulation of departmental policies and procedures; monitors compliance.
Assists in the development of short- and long-range goals for the department; provides assistance in conducting analysis of data regarding departmental activities.
Researches and interprets federal, state and local laws, case law, Standards and Codes to determine applicability to department operations.
Advises division personnel on unusual, difficult or complex matters.
Composes, prepares and/or submits correspondence, letters, memoranda, reports, and other documents associated with daily routine and duties of the position.
Investigates citizen complaints and implements resolution when possible.
Performs other related duties as required.
When assigned to Administration and Field:
Develops and prepares capital and operating budgets for the division; approves and monitors budget expenditures.
Participates in program/project development and implementation.
Conducts staff meetings to coordinate division operations; attends meetings, seminars, and workshops as required to remain knowledgeable of departmental operations and to promote job performance.
Conducts interviews and makes recommendations regarding hiring, promotions, training, inter-division transfers, and discipline of employees; assigns and transfers division personnel to work units and training sessions.
Interacts with departmental personnel, elected officials, criminal justice system personnel, attorneys, judges, and the general public to ensure efficiency and a positive department image.
When assigned to Jail:
Approves bonds.
Plans and organizes jail activities in accordance with guidelines provided by section commander.
Monitors condition of grounds and structure.
Assists with training and hiring of jail personnel; orients new personnel to jail policies and procedures.
Reviews all use of force videos.
Reviews jail checking account and supervises the maintenance of jail records.
Monitors progress of jail scanning program.
Attends and testifies in court and grand jury sessions as required; assists in transportation of inmates.
Develops and updates post orders.
Investigates inmate complaints and jail incidents by interviewing victims, witnesses, and suspects.
Purchases restraint devices for use in jail. Also monitors condition of restraint devices and ensures their proper use.
Reviews all inmate disciplinary reports, complaints, and various daily/monthly status reports.
Reviews all shift paperwork daily; reviews maintenance requests.
Responds to jail emergencies on and off duty; assists in the apprehension of all escaped prisoners; assists in restraining inmates.
Performs jail and security inspections daily; reviews incident reports; and secures warrants.
Knowledge, Skills and Abilities
Knowledge of the principles, practices and procedures of the county and the operations and functions of the Sheriff's Office.
Knowledge of management, human resource management/personnel, budgeting, court, jail operation, civil and criminal code practices, necessary policies and procedures.
Knowledge in developing and administering operations and staff plans and objectives for the expedience and effectiveness of specific duties of the position.
Knowledge of all applicable laws, ordinances, policies, standards and regulations pertaining to the specific duties and responsibilities of the job.
Knowledge of any changes in policy, methods, operations, budgetary and equipment needs, etc. as they pertain to departmental and human resource/personnel operations and activities.
Knowledge of computers.
Skill in organizational, management, and human relations technique.
Skill in the use of telephones, copiers, two-way radios, weapons, handcuffs, restraint chains, and intoximeter.
Ability to develop and administer policies, procedures, plans and activities and to monitor performance of subordinates against measured established goals.
Ability to develop and implement long-term goals for the department in order to promote effectiveness and efficiency.
Ability to effectively communicate and interact with subordinates, management, employees, members of the general public and all other groups involved in the activities of the County as they relate to the Sheriff's Office.
Ability to assemble information and make written reports and documents in a concise, clear and effective manner.
Ability to use independent judgment and discretion in managing subordinates including the handling of emergency situations, determining and deciding upon procedures to be implemented, setting priorities, maintaining standards, and resolving problems.
Ability to comprehend, interpret, and apply regulations, procedures, and related information.
Ability to handle required calculations using statistical calculations.
Ability to read, understand and interpret personnel and financial reports and related materials.

PHYSICAL REQUIREMENTS: Must be physically able to operate a variety of machinery and equipment including telephones, copiers, two-way radios, weapons, handcuffs, restraint chains, and intoximeter.  Must be able to use body members to work, move or carry objects or materials.  This position requires:  walking, standing, bending, stooping, pushing, pulling, lifting, fingering, grasping, feeling, seeing, talking, hearing, and repetitive motions.  Must be able to exert up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently. Physical demand requirements are at levels of those of light work.

Requires the ability to speak to groups of people with poise, voice control, and confidence.
INTELLIGENCE: Requires the ability to learn and understand complex principles and techniques; to acquire and be able to expound on knowledge of topics related to primary occupation; and to make independent judgment in the absence of management.
VERBAL APTITUDE: Requires the ability to record and deliver information, to explain procedures, and to follow oral and written instructions.  Must be able to communicate effectively and efficiently in a variety of administrative, technical or professional languages including legal, medical and personnel terminology.
NUMERICAL APTITUDE: Requires the ability to utilize mathematical formulas; add and subtract totals; multiply and divide; determine percentages; interpret graphs; compute discount, interest, profit and loss, ratio and proportion, etc.; and perform calculations involving variables, formulas, square roots, and polynomials.
FORM/SPATIAL APTITUDE: Requires the ability to inspect items for proper length, width, and shape, visually with Sheriff's department and office equipment.
MOTOR COORDINATION: Requires the ability to coordinate hands and eyes in using law enforcement and office equipment.  Requires the ability to lift, push, bend and pull objects or materials using body parts as the position necessitates. Requires skilled movements coordinating eyes, hands and fingers accurately and making precise movements with speed.
MANUAL DEXTERITY: Requires the ability to handle a variety of items such as telephones, copiers, two-way radios, weapons, handcuffs, restraint chains, and intoximeter.  Must have the ability to use one hand for twisting or turning motion while coordinating other hand with different activities.  Must have moderate levels of eye/hand/foot coordination.
COLOR/VISUAL DISCRIMINATION: Position requires binocular vision with good depth perception and peripheral vision, motion detection, high acuity, and light adaptation, as well as the ability to differentiate between colors and shades of color.
INTERPERSONAL TEMPERAMENT: Requires the ability to deal with people beyond giving and receiving instructions.  Must be adaptable to performing under considerable stress when confronted with an emergency.
PHYSICAL COMMUNICATION: Requires the ability to talk and/or hear:  (Talking - expressing or exchanging ideas by means of spoken words).  (Hearing - perceiving nature of sounds by ear).  Must be able to communicate via telephone, two-way radio.
