This position exists in the Planning and Assistance Unit to assist counties in developing solid waste management plans and assist research, development, implementation and evaluation of new programs and projects to ensure that state objectives and policies in sustainable materials management, energy conservation, recovery of renewable resources and the subsequent reduction of greenhouse gas (GHG) emissions are being met. The position will have a significant role in coordinating the waste hauler reporting program and in supporting broader efforts to gather, review and analyze data related to solid waste management in Minnesota.
This position will help to provide internal and external leadership in developing and implementing new sustainable materials management policies, plans and financial strategies with businesses, local units of government and other public entities and organizations that promote waste prevention, reuse, recycling and composting.
Minimum Qualifications
Bachelor‘s degree in a field of study related to environmental protection, sustainability, public policy, urban or community planning, a similar scientific area AND one year of related professional experience.
OR
Two years of professional experience in environmental protection, sustainability, urban or community planning or a similar area.
Ability To
Communicate effectively.
Make decisions on complex and controversial issues related to day-to-day program operations.
Translate technical information, rules and regulations to language understandable by a non-technical audience.
Maintain confidential or restricted information.
Drivers License (See Additional Requirements).

Preferred Qualifications
Demonstrated understanding of sustainable materials management, concepts, issues, approaches and policies.
Demonstrated understanding of broad sustainability, environmental and land use issues.
Demonstrated understanding of waste prevention, reuse, recycling and organics management.
Demonstrated understanding or urban or community planning.
Experience reviewing, evaluating or conducting Life cycle assessments.
Experience preventing, rescuing, reusing and/or composting food and other organic materials.
Ability to understand and analyze related data and/or ability to set up systems to collect, manage and present data.
Demonstrated ability to communicate and work effectively with representatives of government agencies, the regulated community, and the general public, and to generate consensus on complex issues.
Effective public presentation skills; ability to write technical reports and effectively communicate technical concepts in person and in writing.
Ability to work with diverse communities.
Physical Requirements
Requires occasionally moving such articles as file boxes and heavy hand tools or heavier materials with help from others and/or moving light objects frequently. A job is in this category may require maintaining a stationary position to a significant degree or may involve a certain amount of moving necessary in carrying out job duties.
Additional Requirements
A driver‘s license is an essential function of this position. This requires possession of an unrestricted Class D Driver‘s License. The job offer is contingent on confirmation of a valid driver‘s license AND a satisfactory DLR check.
Requires a Class D driver‘s License: a single unit vehicle with a gross vehicle weight of less than 26,000 pounds. This is a basic driver‘s license. Operators may also tow vehicles/trailers as long as the gross combination weight does not exceed 26,000 pounds.
