Minimum Qualifications of Education and Experience:
• Must possess a high school diploma or GED; and two (2) years of responsible experience in the building trades or building inspections, two (2) years of college courses in Building Inspections Technology or Construction Management, or two (2) years of trade school.
• Must possess a valid driver's license and be able to drive in the state of Minnesota.
OR
• Any satisfactory equivalent combination of education, training, and experience that demonstrates the knowledge, skills, and abilities to perform the duties of the job proficiently may be substituted for the above requirements.
Nature of Work:
Under general direction of the Building and Development Services Coordinator, interprets building codes, performs plan reviews, inspects buildings and building construction for conformity to laws and regulations, and inspects properties for compliance with City codes and ordinances.

Duties / Responsibilities Primary Essential Work Functions:
• Safely inspects construction sites to ensure compliance with state housing and building codes.
• Calculates square footage and lot coverage,
• Issues permits.
• Maintains records of inspections made.
• Reviews new rental applications and notifies owner of corrective actions necessary to bring rental property into compliance with rental codes.
• Answers and inspects complaints from the public pertaining to nuisance violations and provides necessary corrective action.
• Issues violation orders and tickets for violation of city building codes and ordinances.
• Coordinates with other departments to ensure compliance with all building codes and other construction regulations.
• Works with building and plumbing inspectors to ensure alterations and/or additions are completed according to codes.
• Answers questions and informs the public both verbally and in writing regarding plumbing regulations.
• Inspects work areas to ensure compliance with safety requirements.
• Investigates and enforces nuisance complaints.
• Safely conducts mobile home set-up and gas test inspections.

Knowledge, Skills, and Abilities Required:
• Knowledge of building codes and local ordinances regarding construction.
• Knowledge of building construction methods and materials.
• Knowledge of the principles and practices of the building trade and of the tests employed to determine proper materials, workmanship, and design.
• Knowledge of mechanical codes, design, and installation.
• Ability to read and interpret building plans, building specifications, and to enforce their application.
• Ability to prepare reports and keep records.
• Ability to diffuse difficult situations.
• Ability to organize and prioritize daily work tasks while experiencing multiple interruptions.
• Ability to adapt to changes in tasks and responsibilities.
• Ability to work independently as well as within a team.

Qualifications / Conditions of Employment Conditions of Employment:
• Must possess a valid State of Minnesota Building Official Limited certification, or secure within one (1) year of employment.
• Physical ability and mobility to negotiate and inspect all types of property and construction sites.
• Must possess a valid driver's license and be able to drive in the state of Minnesota.
• Must successfully complete a background examination, physical, and drug test.
• Must meet expectations of the work functions and knowledge, skills, and abilities for the position.
• Must comply with organizational and departmental policies.
• Must comply with data practices policies and standards relative to not public data. Any access to not public data should be strictly limited to accessing the data that are necessary to fulfill the employment responsibility. While data are being accessed, incumbent should take reasonable measures to ensure the not public data are not accessed by individuals without a work reason. Once the work reason to access the data is reasonably finished the not public data must be properly stored according to city policy and the Minnesota Statutes.

Hours of Work Typical working hours for this position are Monday through Friday, 8:00 a.m. to 4:30 p.m., and outside of regular hours as necessary.
