A successful Project Manager/Estimator will have a Bachelor’s degree in construction and/or civil engineering disciplines or a successful background in our industry with years of experience as estimator and/or apprenticeship. 1-3 years of experience with highway construction and bridge repair & project management leadership with Department of Transportation (DOT) and a proficiency with computers with a good working knowledge of Microsoft applications. Concrete technician or any other certifications relevant to DOT work will be a plus. We are an equal opportunity employer. Job Description Job Identification: Project Manager/Estimator Reports to: Vice-President Status: Exempt Job Summary: Estimates and manages projects Job duties (including but not limited to): Plan, organize and direct the work efforts of the projects assigned utilizing knowledge of the type of work being performed and the company’s policies, standards and practices to ensure maximum safety, efficiency and economy. Assure the safe, profitable, timely and accurate completion of all jobs. Helps develop a safety plan for each job site and communicates with safety department regarding any safety issues or hazardous conditions or materials on the job site to ensure the health and welfare of all personnel and the traveling public. Visits job sites periodically to review job progress and help resolve any issues. Reviews, analyzes, and approve records from the field, reports, and directives. Confers with supervisory personnel to obtain data required by central office and/or for planning activities, such as new commitments, status of work in progress and problems encountered. Insures appropriate reports and data are provided by Field personnel for previous day, week or month as appropriate to central office on a timely basis. Plan, organize, and implement the details of each project from conception to close. This may include purchasing materials, equipment, supplies, and controlling payroll- all of which is in accordance with the budgeted estimate. Gives work directions, solves problems, and evaluates current procedures to develop and implement alternate methods designated for improvement of work. Provides guidance, training and performance feedback to employees assigned to the project as appropriate. Sets deadlines to ensure completion of operational functions to meet owner requirements. Prepares work schedules as required by owner. Communicates regularly with supervisory personnel regarding job progress, income, hours worked. Monitors and analyzes costs using computer and software. Conducts studies to develop and establish standard unit cost and related cost data. Documents any necessary correspondence on job activities; correspond with owner and subcontractors to ensure clear communication and that job expectations and standards are being met; manage change orders required on projects. Works with Human Resources department to ensure we have adequate personnel who are trained to perform the necessary work. May request hiring, firing, promotion, discharge or transfer of personnel. Analyzes blueprints, specifications, proposals and other documentation to prepare time, cost and labor estimates for projects applying knowledge of specialized methodologies, techniques, principles of processes. Attends pre-bid and pre-construction meetings to gather data necessary to put together estimate for work and get projects started. Reviews data and specifications to determine material and labor requirements. Consults with clients, vendors or other contractors to discuss and formulate estimates and resolve issues. Ensures compliance of all standards and goals set by project owner, such as compliance of all DBE/WBE contract stipulations and safety regulations from bidding process to project completion. Tools and Equipment: Computer, cell phone, copy machine, fax machine, and software: Microsoft Office software, Primavera software, and cost accounting programs. Working conditions: Working out of Roanoke office and periodic travel to job sites required. The position is salaried with hours which support field operations- typically 7:00 AM to 5:00 PM though flexible hours may be required with typical work week requiring a minimum of 40 hours. Job Requirements: Bachelor’s degree (construction and/or civil engineering disciplines) preferred, although successful industry years of experience as estimator and/or apprenticeship will be considered. 1-3 years of experience with highway construction and bridge repair & project management/leadership is preferred. Concrete technician or any other certifications relevant to DOT work is a plus. Must have valid Virginia driver’s license with driving record that meets minimum requirement to be able to drive company vehicles. Must live within driving distance to the Roanoke Offices. Job Skills: Must be able to read, write and speak English fluently. Must be able to read and understand plans and specifications and special provisions. Must be able to work under time and budget pressures and following best safety practices. Must have a good working knowledge of Microsoft applications (Excel, Word, Outlook) as well as computers and internet. Must have a proven ability to develop and/or manage cost tracking systems not limited to main engineering functions. Must have excellent math skills sufficient to prepare estimates and sufficient technical skills in industry to interpret customer engineering specifications and estimates for the repair and preparing quotations. Must have strong interpersonal skills in order to maintain excellent working relationships with customers (including engineer and other representatives) and necessary government agencies as well as field personnel. Measures of Performance: Successful completion of project(s) against Safety, Schedule, Cost and Technical requirements. Effectively manages the job by maximizing field staff productivity through the coaching of the superintendent and foreman Maintain quality standards at or better than assigned from President Appropriately trains employees to the standards set by LBC Practices and enforces required safety habits on the job site.
