TITLE: Registrar - ML/EL
REQUIREMENTS:
• High school diploma or general education degree (GED) required, associate’s degree in Business Administration preferred.
• Minimum of 2-3 years of clerical, secretarial, or office experience.
• Desire to work and assist ML/EL Newcomer families and students.
• Strong verbal and written communication skills.
• High degree of attention to detail.
• Working knowledge of general office equipment.
• Proficient computer skills, including Microsoft Office, excel, google docs.
• Must meet the requirements of a criminal record check as specified by Kentucky state law.
REPORTS TO:  District ML/EL Coordinator
JOB GOAL: Responsible for maintaining complete and accurate ML/EL Newcomer student enrollment and transcript records for students.  To assist in receiving and relaying communications/messages and providing effective customer service to ML/EL Newcomer students, employees, and visitors.
CRITICAL SKILLS/EXPERTISE REQUIRED:
KNOWLEDGE OF:
• Accurate record keeping methods and practices.
• Modern office practices, procedures and equipment.
• District organization, operations, policies and objectives in regards to ML/EL Newcomer students.
• Understand the enrollment procedures of ML/EL students at the ML/EL elementary, middle, and high schools.
• Organization, rules, regulations, and programs ML/EL related to an assigned office or function.
• Operation of a computer terminal and data entry techniques.
• Software applications used by the District, including word processing and spreadsheets.
• Financial and statistical record-keeping techniques.
• Basic knowledge of data processing and computer output readings.
• Reading and writing communication skills.
• Correct English usage, grammar, spelling, punctuation and vocabulary.
• Interpersonal skills using tact, patience and courtesy.
• Proper techniques in answering the telephone, relaying and replying to messages.
• State regulations regarding competency tests, health records, and confidentiality.
• Applicable sections of State Education Code and other applicable laws.
ESSENTIAL FUNCTIONS, DUTIES, and RESPONSIBILITIES:
• Maintain ML/EL Newcomer student files related to grades, records and test results; maintain confidential files and records.
• Assist guardian(s) complete OLR for ML/EL Newcomer students.
• Maintain ML/EL Newcomer student demographic information on the computer.
• Enroll new ML/EL Newcomer students and assign them to proper grade level, counselor and homeroom; submit proper forms and information to the individual schools and transportation.
• Complete ML/EL Newcomer WIDA screeners.
• Enter ML/EL Newcomer screening data and LEP flag into IC.
• Assist the District ML/EL Coordinator with any purchasing requests through MUNIS.
• Utilize language services provided by the district.
• Schedule health appointments of ML/EL Newcomer students with district partners.
• Maintains confidentiality of records and information concerning ML/EL Newcomer students and classroom activities; refers all questions to Principals, Director, and/or Coordinators.
• Assist with district special projects as needed.
• Assist with verifying ML/EL Newcomer student grades, averaging grade points and verifying eligibility for designated extracurricular clubs or activities; update ML/EL Newcomer student permanent records as needed.
• Assist the District ML/EL Coordinator and Principals with translating documents.
• Operate office equipment including a computer terminal and printer, and calculator.
• Perform advanced-level duties requiring independent judgment and analysis.
• Work independently with little direction.
• Type at an acceptable rate of speed.
• Analyze situations accurately and adopt an effective course of action.
• Compose independently or from oral instructions, letters, memos, bulletins or other material.
• Communicate effectively both orally and in writing.
• Meet schedules and timelines.
• Establish and maintain cooperative and effective working relationships with others.
• Maintain good public relations with students, parents, employees, and the general public.
• Appropriately communicate information concerning school policies, procedures, actions, activities, and schedules.
• Assist with Infinite Campus and other Instructional-based processes as directed by the District ML/EL Coordinator.
• Acts in accordance with the by-laws and policies as set forth by the Owensboro Board of Education, KRS and KAR, and applicable Federal laws and regulations.
• Demonstrates loyalty and dedication to the purposes and goals of the Owensboro Public Schools.
• Other duties as may be assigned by the immediate supervisor.

WORK ENVIRONMENT:
Indoor, environmentally controlled.  Typical school/office environment including but not limited to telephones, personal interruptions, background noises.  Requires working with or near the public, parents, and children and will be subject to sounds, scents, and other related environmental factors.  This position will require dealing with conflict and requires use of sound judgment.

EVALUATION:
Performance of this job will be evaluated in accordance with provisions of the Board’s policy on evaluation of classified personnel.  Evaluation will be conducted by the District ML/EL Coordinator.
