Job Summary:
The Business Applications Manager is the focal point for managing implementation, governance, and support of core applications at Botetourt County. The position is responsible for effectively analyzing, planning, organizing, and leading teams in support of production applications while managing risk, workload, scope, capacity, and schedule. This position also manages the Technology Services Help Desk and works closely with project sponsors, business and technical partners, subject matter experts, end users, technical resources (internal and third-party vendors), senior management, and executives in the delivery and support of applications that ensure that the needs of business users are fully addressed, and continuous improvement is being achieved.

Key Responsibilities/Essential Functions:
• Always do the right thing.
• Promotes the mission, vision, and values of the County.
• Managing application portfolio and associated projects.
• Identifying opportunities for application optimization, redesign, or process improvement - focused on collaboration systems and internal tools.
• Providing application administrative support across applications as needed.
• Partnering with business stakeholders, vendors, and IT management to provide a strategic vision for new and supported applications and create system roadmaps and business processes.
• Addressing the various needs, concerns, expectations of stakeholder groups in planning and executing projects, meeting project requirements, and creating project deliverables.
• Balancing competing project constraints including but not limited to scope, quality, schedule, budget, resources, and risks to accommodate the needs of each user.
• Building a strong technical culture around our business systems that emphasizes technical excellence, rapid iteration, strong security, and frictionless user experiences.
• Manage application maintenance outsourcing & software contract agreements; Implement and monitor standards around scope management, financial management, service level agreements (SLA), ensure compliance to mitigate risk, increase service/business Impact & reduce costs.
• Engage and influence a diverse range of stakeholders to ensure service delivery meets business objectives.
• Negotiate and monitor delivery of services that meet the needs of the client.
• Perform risk analysis and assessment for network infrastructure.
• Ability to follow documented processes and procedures.
• Ability to provide timely and accurate information to management and other groups during events and major outages.
• Ability to provide continuous improvement solutions based on service tickets, problems, and projects. This includes assisting with the help desk functions and providing second level support for hardware and software.
• Strong interpersonal, oral, written, and problem-solving skills.
Job Requirements:
• Bachelor’s degree in business, computer science, or related field
• 5+ years of experience in business applications management and support
• Minimum of 3 years of experience in a team lead or management role
• Minimum ITIL v3 Foundation certificate is desired
• Expert knowledge of Microsoft SQL and relational databases
• Knowledge of data analytics
• In-depth understanding of business processes and workflows
• Excellent project management skills
• Strong analytical and problem-solving skills
• Good organizational skills, analytical, dependable, detail oriented, interpersonal skills, and understanding of the English language (both written and oral).
• Time management skills.
• Ability to work with internal and external organizations in a professional and confidential manner while working on new projects or operational needs.
• Must have excellent problem-solving skills and be customer service oriented.
Physical Demands/Special Work Environment:
• This job operates in a professional office environment.
• The physical demands here are representative of those that must be met by an employee to successfully perform the essential functions of this job.
• The employee is occasionally required to sit; climb or balance; and stoop, kneel, crouch or crawl.
• The employee must frequently lift and/or move objects up to 20 pounds and occasionally lift and/or move objects up to 50 pounds.
• Required to have close visual acuity including ability to see all colors and ability to distinguish between them. Color blindness test will be required.
• This is a full-time position. Days and hours of work are Monday through Friday, 8:30 a.m. to 5:00 p.m.
• Frequent evening and weekend work may be required as job duties demand.
• Must participate in an on-call rotation and be, occasionally, available to other team members when not on-call.
