Department: City Administration
Position Title: City Clerk
Location: Solomon, KS
Reports To: Mayor & City Council
Position Summary
The City Clerk plays a critical role in administering city-wide administrative and financial duties.
This includes maintaining official city records and documents, assisting citizens, overseeing
accounting records, and ensuring compliance with city policies, procedures, and applicable laws.
The position demands excellent communication, organizational, and public relations skills.
Key Responsibilities
City Administration:
Maintain control over all municipal, fiscal, and legal records.
Administer oaths and maintain the city's corporate seal.
Provide citizen assistance, addressing inquiries, concerns, and complaints promptly.
Furnish information to the public under the Kansas Open Records Act.
Oversee departmental resources and reporting, including financial reports and regular
communication with city departments and committees.
Ensure compliance with state and federal floodplain regulations.
Organize city presentations and events.
City Council Administration:
Prepare and maintain City Council agendas, minutes, and records in compliance with the Kansas
Open Meetings Act.
Conduct research and prepare reports for City Council consideration.
City Finances:
Maintain a day-to-day review of the city’s financial position.
Supervise the maintenance of city accounting records.
Process city revenues, special assessment rolls, expenditures, and related reports.
Assist in budget preparation and oversee the annual audit.
Prepare city payroll and act as the benefits coordinator and designated agent for KPERS.
City Planning, Zoning, & Code Compliance:
Issue licenses and permits.
Perform administrative tasks for the Planning & Zoning committee.
Assist with code compliance administration.
Provide information on municipal ordinances to the public.
Municipal Court:
Serve as the Municipal Court clerk, attend court sessions, prepare documents, and maintain
records as directed by the Municipal Judge.
Position Requirements
Education : A college degree in accounting, office management, or a related field is preferred. A
technical degree or relevant experience may also be considered. High school diploma or GED
required. Certified Municipal Clerk certification is preferred or a willingness to become certified.
Experience: A minimum of five years of related experience is required. Expected to acquire
necessary skills within six months to one year of employment.
Technical Skills: Proficiency in understanding and applying city laws, ordinances, and
regulations. Knowledge of accounting, payroll procedures, and office management.
Strong proficiency in the use of computers, office equipment, and mathematics. Excellent skills
in report preparation, data interpretation, problem-solving, supervision, public relations,
organization, and communication.
Problem-Solving: Ability to identify, analyze, and resolve reporting errors, personnel issues, and
citizen concerns.
Decision Making: Capable of making informed decisions regarding accounting procedures,
fiscal management, and daily work prioritization.
Supervision: Works independently but under the occasional supervision of the City Mayor.
Provides occasional supervision to office personnel.
Financial Accountability: Responsible for managing departmental resources and equipment,
participating in the budget process, and overseeing the annual financial audit.
Personal Relations: Requires daily interaction with the public, personnel, mayor, and city
council.
Physical Requirements: Typical physical activities associated with office work are required.
