Virginia Harm Reduction Coalition (VHRC) is a 501(c)(3) nonprofit based in Roanoke that provides services to people who use illicit drugs. Our core service is outreach to people using illicit substances, many of whom are also experiencing food and housing insecurity by providing safer-use supplies to prevent infection and overdose, and connecting them to resources.
We are a small but mighty team of thirteen, with pet-friendly offices in SW Roanoke and Martinsville. We prioritize staff-wellbeing, with a casual dress code, regular supervision, and benefits. We are a trauma-informed organization and are committed to upholding anti-racist values, prioritizing compassion and community care.
Position Description and Responsibilities
The Harm Reduction Outreach Manager will supervise outreach workers to distribute harm reduction supplies to Virginia Harm Reduction Coalition (VHRC) clients, including sterile syringes, naloxone, and various medical and hygiene supplies. The Harm Reduction Outreach Manager will supervise participant education and ensure outreach workers are properly trained on preventing and reversing drug overdoses and preventing drug use-related infections. Additional responsibilities will include managing inventory, ordering outreach supplies, coordinating outreach activities and special events, and educating various community partners including health departments, community service boards, faith groups, and first responders. The Harm Reduction Outreach Manager will also be tasked with driving to outreach locations, providing rapid, field-based testing for HIV and hepatitis C, referring participants to services they are eligible for, and connecting clients to community-based services including substance use disorder treatment. This position will be based in Roanoke City but will include coordinating services in the West Piedmont Health District (Franklin, Henry, Patrick Counties) and regular travel to various outreach sites in our service-area.
Responsibilities will include:
• Supervising 4-5 outreach workers to ensure coverage for all shifts, timely completion of required paperwork, and proper execution and documentation of required outreach activities
• Collaborating with agency leadership to improve services, meet staff needs and provide ongoing training and professional developent
• Coordinating with office specialist to order outreach supplies
• Managing all inventory
• Providing Harm Reduction and Overdose Reversal Training to partners and participants
• Driving to outreach locations including commuting to surrounding localities
• Educating clients on safer-use practices and infection-prevention
• Packaging and distributing harm reduction supplies
• Entering client encounter data into our secure data collection system
Responsibilities may include:
• Providing rapid field-based testing for HIV and/or hepatitis C
• Transporting clients to access services
• Enrolling clients in Medicaid and SNAP
• Assisting with case management provision
Performance skills

Must also have
• Personal vehicle
• Valid driver's license with no more than 1) 2 at-fault accidents, 3 minor moving violations, or 4 non-moving violations in the past 3 years, 2) no more than 4 of any of the above in the past 3 years, and 3) and zero major moving violations in the past 4 years
Job Type: Full-time position, 40 hours per week with health insurance coverage and mileage reimbursement.
Wages: $20.00-22.00 per hour depending on skills and work experience with performance and compensation review at 90 days.
