Job Description:
The Accounting and Treasury Manager reports to the Assistant Controller, Reporting and Compliance and is responsible for managing routine accounting and treasury functions along with more complex financial reporting matters and analysis. Overall, this position supports the treasury and cash management operations, helping develop strategies to maximize efficiencies, safeguard assets and minimize costs. The incumbent performs a wide range of detailed/complex accounting and treasury functions pertaining to assigned functional areas, accounts or departments and assures day-to-day operations are carried out in accordance with established accounting principles, policies and objectives.

Essential Functions:

Prepares or reviews reconciliations of cash and short-term investment accounts. Includes daily reconciliation of banking activity in Workday system as well as monthly bank vs. book balance reconciliations.

Decides proper handling of financial transactions; approves transactions within designated limits which includes accounts payable check and wire requests. Performs the credit card settlement process in Workday.

Leads cash forecasting efforts by determining the weekly cash position, analyzing trends in forecasts, adjusting forecasts over time, monitoring variances, and explaining changes.

Processes and reconciles mortgage loans, computes imputed interest, if applicable on mortgage loans and work with payroll to ensure the proper information is recorded.

Responsible for ensuring compliance with the University’s bond covenants and preparing and reconciling expenditure reports to request proceeds from the bond custodial bank.  Also responsible for ongoing accounting and reporting for bonds and the associated costs in accordance with GAAP and manages the Universities relationship with the third-party vendor that provides arbitrage calculations to maintain tax-exempt bond status.Reviews, reconciles, and/or files certain federal, state, and local government reports on a monthly, quarterly, and/or annual basis such as state and local sales tax, research alcohol, etc.

Supervises accounting staff in day-to-day accounting and treasury operations and conducts performance evaluations. Provides constructive feedback and assists with problem resolutions.

Assists in managing and maintaining company’s banking infrastructure, including bank and brokerage relationships.

Ensures compliance with internal controls, policies and procedures in day-to-day conduct and supervision of cash management and short- term investment activities.

Conducts research of technical accounting matters and complex business transactions and development and coordination of significant accounting policies to ensure in accordance with U.S. GAAP.

Works with Facilities Management to reconcile capital project budgets to the general ledger and ensure projects transactions are appropriately capitalized or expensed in accordance with GAAP and reported appropriately in the University’s financial statements.

Prepares the necessary audit work papers as assigned during the annual audit process.

Advises and counsels on complex accounting matters to department and/or university staff. Keeps up-to-date on items that affect accounting at W&L through newsletters, conferences, classes, etc. Guides staff on any of these items that affect their areas of responsibility.

Performs internal audits as deemed necessary by Controller and/or Treasurer. Maintains written procedures affecting assigned function.

Performs other related duties as assigned.
Minimum Qualifications:

A bachelor’s degree in Accounting, Business, or other related field is required. Additional relevant education (M.B.A. or Masters of Accounting) and licensing as a CPA are desired.

Significant accounting experience. The incumbent should demonstrate knowledge of generally accepted accounting procedures as defined by the Financial Accounting Standards Board.
