KyUMH administers the Caminos program through partnerships with Board of Child Care and the U.S. Department of Health & Human Services, Office of Refugee Resettlement (ORR). This program is an expansion of our services as we answer God’s call to serve those who are victims of abuse, neglect and/or trauma. Summary of Function: The Prevention of Sexual Abuse (PSA) Compliance and Quality Improvement Manager works with in- depth knowledge of KYUMH policies and procedures related to the Office of Refugee Resettlement (ORR), the Interim Final Rule and PSA requirements for the Caminos Shelter and Caminos Home Study/Post Release Services (HS/PRS) Programs. The PSA Compliance and Quality Improvement Manager is directly responsible for the development, coordination, facilitation, and evaluation of program training in accordance with KYUMH Agency, state licensing standards, COA accreditation policies, and other federal, state and local regulatory requirements. The PSA Compliance and Quality Improvement Manager educates, trains and advises on policies and procedures related to PSA, Coordinated Response, Zero Tolerance and Code of Conduct. The PSA Compliance and Quality Improvement Manager oversees implementation and ongoing compliance with the Interim Final Rule on UC sexual abuse and sexual harassment standards. Required Education and Experience Bachelors degree in the human service field OR 5 years’ experience in child welfare care A minimum of 1 year documented, progressively responsible experience in the field of child and family services and/or behavioral health care. A minimum of 1 year of experience in a direct Quality Improvement role. Preferred Education and Experience Intermediate to fluent abilities in English and Spanish Experience with state licensure, federal grant management and national accreditation or familiarity with these processes. Skills and Abilities Needed: Ability to resolve problems / prioritize / exercise good judgment Data Analysis / Navigating web-based data systems and portals Assertive and supportive oversight / Take lead, direct others, and follow-through during investigations Attention to detail / meeting standards / results oriented Conceptual thinking Effective stress management Internal self-control Personal accountability Professional communication Professional leadership demeanor Quality orientation Self-awareness Staff mentoring Job Specific Duties and Responsibilities (not inclusive): The Prevention of Sexual Abuse (PSA) Compliance and Quality Improvement Manager will directly oversee and ensure compliance program-wide for the Caminos Shelter and the Home Study/Post Release Services Program. In this role, the PSA Compliance and Quality Improvement Manager must ensure that services meet relevant state, Office of Refugee Resettlement (ORR) and KYUMH agency standards Responsible for fostering program climate which condemns sexual abuse; provides resources and support to the programs; and educates staff and youth on how to report incidents of sexual abuse Recognize the signs of abuse, neglect, exploitation, and provocative behavior Receives and investigates PSA grievances and conducts quality assurance checks program wide for shelter and HS/PRS programs Assure compliance of all standards that apply to the Caminos Program, including national accreditation, Federal and state licensure, and serve as an internal resource on all applicable regulations. Assist in Federal and State licensure and national accreditation activities. Monitor the entry of data into the Caminos portal. Ensure other staff roles are entering data in accordance with regulatory timelines and any catch-up data entry projects are completed. Compile and distribute reports as scheduled that include, but are not limited to, capacity, SIR, restraint, annual and quarterly outcomes, survey summary, and licensing reports.
