The Fifth Judicial District is seeking a fulltime Accounting Supervisor to perform advanced and specialized accounting work for the Fifth Judicial District. This position is being posted for internal application. Only current, permanent Fifth Judicial District employees are eligible for internal consideration. The primary work location will be determined based on qualified candidates current work location. This position is responsible for advanced accounting work performing district-wide financial receipting and distribution procedures and supervision and oversite of the Fifth Judicial District Centralized Financial Team. Work requires independent judgment on complex financial problems in accordance with the State Auditor's guideline, collection and bookkeeping principles and practices, rules of court, state statutes, court policies and procedures. Work includes supervising court receipts and deposits, fund disbursements and other financial transactions, reconciling and balancing bank accounts, reporting of financial data, and performing related bookkeeping duties. Work includes supervising a small to moderate size accounting clerical and office staff, distinguishing it from the Accounting Technician class. Work requires opening, closing, and monitoring bank accounts and the exercise of independent judgment on complex bookkeeping and related problems in accordance with State Auditor's guidelines, collection and bookkeeping principles and practices, rules of court, state statutes, court policies and procedures. Work is reviewed in consultation and upon completion for accuracy, completeness, and adherence to guidelines and requirements and is subject to periodic external audits. Example of Duties (Any one position may not include all of the duties listed, nor do the examples cover all the duties which may be performed.) Supervises, monitors, and participates: In the collection, receipting, posting, adjustments, credits, and reporting of fees, fines, bail, judgments, trust, rent, and escrow deposits, and other court payments; assist court staff with daily balancing and reconciliation of receipts and cash registers; and preparation of bank deposits. Prepares fund disbursements and transfers, checks, transmittal documents, and other financial transactions; holds or disburses funds according to court order; examines and interprets court orders; opens and closes bank accounts; calculates interest; periodically monitors and reports on accounts. In district-wide centralized processes including but not limited to Unclaimed Property, Revenue Recapture, bail forfeiture, restitution, and time sensitive payments. In reconciling and balancing bank accounts and the accurate and timely reporting of financial data and transactions; examines financial records; verifies payments and deposits. Establishes restitution and deferred payment plans; monitors files; takes or recommends action based on non-compliance or delinquency. Provides direct supervision to a small to moderate size staff of accounting clerical and office staff engaged in financial transactions; participates in recruitment and selection of new employees; coordinates and provides training; assigns and prioritizes job duties; coordinates work schedules; reviews work; participates in setting work standards, work improvements, and performance evaluations; resolves personnel problems. Establishes, revises, and recommends financial policies and procedures; participates in resolving computerized financial system problems. Provides financial procedural information to court personnel and the public; identifies, corrects, and assists others with financial errors. Develop and provide onboarding and refresher trainings to team members, district managers, and court staff. Typical Qualifications Possession of an associate degree from an accredited college or university in accounting, finance or a related field and one year of accounting experience or graduation from an approved high school or vocational school and at least 2 years of experience in accounting. Experience: Considerable court operations experience with case processing; this level would be obtained through three or more years of relevant work experience; or a combination of equivalent education and experience. Preferred Qualifications: Three or more years working as a court operations associate with MNCIS financial accounts and process experience. Previous leadership experience, such as a team lead or completed leadworker series. Considerable knowledge of collection and bookkeeping principles, procedures and practices. KNOWLEDGE: Knowledge of modern office practices, procedures and equipment. Knowledge of rules of court, state statutes, case processing, policies and procedures of the area of court assigned. Knowledge of computerized accounting, budgeting, and related programs. Knowledge of basic supervisory principles and practices. ABILITY: Ability to make complex arithmetic computations and tabulations rapidly and accurately. Ability to supervise and participate in bookkeeping and related accounting work of considerable volume. Ability to prepare and maintain accurate and complete financial records and prepare various financial reports. Ability to oversee, account for, and handle large amounts of money including cash. Ability to plan, assign, review, and supervise the work of assigned employees. Ability to communicate ideas clearly and concisely, both orally and in writing, with a diverse group of people. Ability to interpret, explain, and apply complex laws, rules, policies, and procedures. Ability to establish and maintain effective working relationships with co-workers, attorneys, representatives of other agencies, the general public, and occasionally angry and volatile individuals. Ability to operate a calculator, personal computer, and other office equipment. Salary: $57,378.24 - $89,074.08 a year
