This position exists to develop and implement an interdisciplinary planning program to work with Dakota Tribal governments, under the supervision of the Director of Tribal Relations.
The position coordinates implementation of the DNR's department-wide priorities for DNR's Tribal Relations planning (e.g., long range, strategic resource management). It manages and provides integrated resource management connections for Tribal planning efforts as developed by DNR’s seven divisions and four regions. This position also provides technical assistance, facilitation, and project management for the Tribal Relations Work Team.
Responsibilities include:
• Conduct planning and manage projects to advance DNR’s strategic priority to undertake formal consultation and coordination with Tribal governments, especially Dakota governments.
• Analyze engagements with Dakota Tribal governments and propose agency actions to address necessary improvements, including short-term actions and long-term projects.
• Produce, maintain, and distribute expert information and key records to DNR staff for greater understanding of Dakota Tribal governments, treaties, and legal agreements.
The preferred work location for the selected candidate is New Ulm. The selected candidate may have the option to report to other existing DNR offices. The specific location will be agreed upon at time of selection. This position has a flexible work arrangement and may be eligible to telework on a part-time basis which is subject to change. If approved, the employee would be required to complete a telework agreement. This position will require reporting to the primary work location on a regular basis.
Minimum Qualifications
• Four (4) years’ experience in Tribal History, Tribal Administration, Tribal Law, and/or Tribal Natural Resources/Resource Management/Environment.
• Advanced knowledge in the history of Tribal governments with state and federal governments.
• Knowledge of the history, culture, and governing structures of Mdewakanton Sioux Community, Prairie Island Indian Community, Lower Sioux Community, and Upper Sioux Community.
• Knowledge of the history of natural resources in Minnesota, and how different parties have seen and relate to those natural resources, including a grounding in both traditional ecological perspectives and Tribal government perspectives.
• Interpersonal and human relations skills sufficient to establish ongoing effective, positive, trusting, and professional relationships with multiple internal and external stakeholders.
• Facilitation, planning, conflict management, and leadership skills sufficient to bring together diverse perspectives and accomplish conservation objectives, even in contentious environments.
• Excellent communication skills sufficient to develop, prepare, and present information in a coherent, objective, and technically sound manner to diverse stakeholders.
• Project management skills sufficient to manage many concurrent activities, coordinate and organize the work of others, identify critical paths, perform project risk assessments, and identify, define, sequence, prioritize, schedule, and assign resources.
Preferred Qualifications
• Broad understanding of the DNR mission, divisions programs and services.
• Knowledge of government organizations functions, and relationships.
• Dakota preference.
Additional Requirements
This position requires an unrestricted Class D Driver’s license with a clear driving record.
