Purpose: Implements VDOT workforce development programs dedicated to meeting statewide and unique learning needs in the areas they support. Encourages and facilitates a transformative learning culture essential in developing VDOT's current and future workforce. Builds strong collaborative relationships and partnerships with Agency leadership and Human Resource teams locally and across the agency to evaluate and deliver workforce development programs for compliance with government standards, emerging business needs and individual development. Proactively engages to identify, develop and deliver just-in-time learning remedies to support local business needs. Directly engages with managers and employees to identify competency gaps for current or future career opportunities, and identifies and facilitates developmental tools to address. Actively partners with key stakeholders to improve efficiency and effectiveness of local learning programs or to develop and deliver new programs to meet emerging needs.
Core Responsibilities:
-Develop District Learning Plans: Collaborate with key stakeholders across the agency to identify local learning events and tools that address workforce needs for inclusion in a documented annual District or CO Budget and other resource planning. Provide visibility of learning requirements and gaps to develop employee learning plans, assess training costs, and meet compliance standards. Provide employee education through workforce development event planning, forecasting, scheduling, and communicating learning opportunities. Advise VDOT leadership on training needs assessments, surveys, and learning plans. Represent district or division needs in learning intake prioritization process. Share lessons learned and best business practices statewide to continuously improve Workforce Development program effectiveness. Support Workforce Development team members statewide. Maintain employee training records.
-Partnership: Partner with the Human Resources Manager and local Communications Manager to facilitate and support the activities of the local VDOT Accelerator Network (VAN) engaging with local leaders and employees as appropriate or necessary. Engages in and facilitates all facets of local program implementation as directed. Ensures communication of program updates. Informs the HR Manager promptly of issues, concerns, and suggestions relative to VDOT project activities, implementation, and communications.
-Develop the District Learning Budget: Manage the district or division annual learning budget by proactively forecasting required learning, training, and development needs using reports from VDOTU Learning Management System, conducting gap analysis of compliance with training requirements, and providing learning event recommendations to key stakeholders in collaboration with the HR Manager. Collect district or division learning needs from key stakeholders; prioritize learning event requests based on statutory requirements and business needs. Ensures learning events and expenditures are accounted for each fiscal year. Partner with Human Resources Information System (HRIS) staff in using the Learning Management System (LMS) and deploying the best methods for technology based learning. Monitors and manages work in accordance with appropriate training metrics and communicates with stakeholders as necessary and appropriate.
-Develop the VDOT Workforce: Administer learning, training, development program initiatives driven by VDOT needs. Partner to support Onboarding and New Employee Orientation (NEO). Conduct local technical and non-technical training and support professional continuing education compliance requirements. Use instructional design principles and adult learning theory to deliver interactive Instructor Led Training (ILT) programs. Facilitate and manage local delivery of Leadership Development Programs (LDP). Conduct employee career development coaching by assessing performance, competency gaps, and planning solutions to facilitate individual or team interventions. Assist employees with continuing education options by delivering and administering the VDOT Learning Partnership Program (LPP) locally. Support delivery of VDOT Outreach Programs.
Required Skills:
• Skilled in the use of computers and web-based applications such as learning management systems.
• Ability to work with management, teams and employees at all levels with an organization and support and facilitate organizational change initiatives.
• Ability to communicate effectively orally and in writing with diverse audiences and to make presentations and conduct meetings.
• Skilled in delivering training to diverse audiences in varying formats to include classroom or blended learning (on-line and classroom)
• Knowledge of organizational development strategies.
• Ability to supervise staff, learning programs, and develop, manage and administer budgets.
• Knowledge of adult learning principles and methods, compliance training, curriculum design, conducting training needs assessments and training evaluation methodology.
• Ability to gather, analyze data, and prepare technical reports pertaining to training requirements, development, and delivery.
Education Level
• Degree in industrial psychology, organizational development, public administration, business administration or education preferred; equivalent experience or training may substitute for degree.
Experience Level
• Experience facilitating groups; using learning management systems; providing career coaching; business analytics and learning budget development.
• Experience in adult learning, blended learning, and human development concepts. Experience managing and delivering learning programs for corporate or government organizations.
Minimum Qualifications
• Experienced in data gathering techniques, needs assessment, training development, and delivery methods. Skilled in the use of computers and web-based applications.
• Ability to build and maintain effective relationships at all VDOT employee levels. Manage projects and multiple priorities with minimal supervision.
• Able to thrive independently while also supporting and delivering on broader team goals. Able to balance local and statewide learning needs.
• Knowledge of organizational development and change management strategies, compliance training, and adult educational theories, practices and principles.
• Ability to develop, manage, and monitor administrative and learning budget expenditures and maintain appropriate records related to learning events.
• Ability to assess, plan, and adapt to emerging employee learning needs by conducting root cause analysis, plan work based on overall organization business goals, and meet regulatory requirements.
• Ability to partner and communicate effectively, orally and in writing, with diverse audiences to make presentations and conduct meetings.
• Experience using blended learning, learning management systems, and providing career development coaching.
• Experience in developing and delivering training curriculum to include technology based delivery methods.
• Occasional travel required across District facilities and in other state locations as needed or directed to deliver HR services or attend meetings.
