JOB TITLE: Police Chief OBJECTIVE: Performs a variety of complex administrative, supervisory and professional work in planning, coordinating and directing the activities of the Police Department. Responsible for daily law enforcement activities related to the safety of the community, to enforce ordinances; the protection of life and property; and the investigation of criminal offenses, traffic accidents and other police functions. ORGANIZATIONAL RELATIONSHIPS: 1. Reports to: The Truman City Council 2. Directs: Supervises police officers. 3. Other: Works closely with City Clerk-Treasurer, City Council and other employees. ESSENTIAL DUTIES AND RESPONSIBILITIES 1. Plan, coordinate, supervise and evaluate Police Department operations. 2. Develop policies and procedures for the Department in order to implement directives from the City Council. 3. Plan and implement a law enforcement program for the City in order to better carry out the policies and goals of the City Council; review Department performance and effectiveness, formulate programs or policies to alleviate deficiencies. 4. Enforce all state laws, city ordinances and policies; ensure public peace and safety is maintained. 5. Work cooperatively with all departments of the city, county law enforcement agencies, and school administration, responding when requested or assigned. 6. Develop positive community relationships; handle grievances; maintain Departmental discipline and conduct, and general behavior of assigned personnel. 7. Report monthly to the City Council regarding the Department’s activities and provide other reports as needed. 8. Prepare and present the annual budget for the Department; direct the implementation of the Department’s budget; plan for and review specifications for new or replaced equipment. DESIRED MINIMUM QUALIFICATIONS Education and Experience: 1. Minimum two-year degree in law enforcement. 2. Licensed as a full-time Minnesota Peace Officer by POST Board. 3. Three years full-time experience as a police officer. 4. Valid Class D Minnesota driver’s license. Necessary Knowledge, Skills and Abilities: 1. Thorough knowledge of modern law enforcement principles, procedures, techniques, and equipment. 2. Considerable knowledge of applicable laws, ordinances, and department rules and regulations. 3. Ability to communicate effectively orally and in writing. 4. Ability to establish and maintain effective working relationships with subordinates, peers, supervisors, other departments, and community. 5. Ability to exercise sound judgment in evaluating situations and in making decisions. PAY DEPENDENT ON QUALIFICATIONS. TOOLS AND EQUIPMENT USED Police car, police radio, radar unit, handgun and other weapons as required, handcuffs, breathalyzer, first aid equipment, personal computer including word processing software.
